The Naval Air Systems Command Aircraft Division, Code: 4.5.11.2, St. Inigoes, MD has identified a requirement for research, design, development, integration, installation, test and evaluation, fielding, analysis, maintenance, material procurements, training, and logistics support of Navy, Army, Air Force, Special Operations Forces, Joint Services, Federal Agencies, Counterdrug, and other agencies Communications-Electronics Advanced Technology (CEAT) systems. CEAT systems entail analog and digital, communications/telecommunication, voice, data, video (to include Video Teleconferencing (VTC), Distance Learning, and High Definition Television (HDTV)), imagery, information warfare, cyberwarfare, virtual labs, distributed processing, and neural and information network, systems, subsystems, and equipment. These systems are employed on various air, shore, manpack/handheld, transportable, boat, and vehicular platforms to support defense and agency forces operations network and information technology systems. The contract type is anticipated to be a Cost-Plus-Fixed Fee Term, with an estimated total level of effort of 570,240 hours over a period of five years. The period of performance consists of one base year plus four option years with performance commencing approximately 01 January 2004, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 31 December 2008. The proposed contract will be subject to the Service Contract Act. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $23 million. This action is a follow-on to Contract N00421-99-C-1011, and the incumbent is Booz, Allen, Hamilton, Inc, 8283 Greensboro Drive, Mclean, VA 22102. Basis for award of the resultant contract will be best value to the Government, cost and non-cost factors considered. It is the Government's intention to release the Request for Proposal (RFP), including any subsequent amendments via the Internet in Microsoft Word format, with some attachments perhaps to be provided in Microsoft Excel and Portable Document Format (PDF). The anticipated release date of the RFP is no later than 1 September 2003. The RFP will reside on the NAVAIR Home Page located on the World Wide Web (WWW). The WWW server may be accessed using client browsers such as NETCSCAPE, and Microsoft Internet Explorer. The WWW address, or URL for the NAVAIR Home Page is as follows: http://www.navair.navy.mil. The RFP will be located under the Business Opportunity heading. In addition to making the solicitation available for downloading via the Internet site, this office will also E-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors that submit a request to register for this information via E-mail.
