- NAICS Code: 334516 NAICS CODE: 334516 This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicittion is issued as Request for Quotation No. RFQ-NY-03-00008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The NAICS for this solicitation is 334516. The size standard is 500 employees. Please include in the quote package the required provisions, descriptive literature and a schedule of prices for the following items: 0001- Autosampler and accessories (2 each); 0002-Sample Concentrator and accessories (2 each); 0003 Installation and Training. The United States Environmental Protection Agency (EPA), Region 2 Hazardous Waste Support Branch and the Laboratory Branch has a requirement for a closed-system purge and trap sample concentrator(s) and multi-matrix autosampler(s) to facilitate the preparation of aqueous, soil, and waste samples for volatile organic compounds (VOCs) analysis by GC/MS. The sample concentrator is required to meet or exceed the following technical specifications: (1) Capable of interfacing with, and compatible with, the multi-matrix autosampler. ( 2) Windows based software controlled utilizing a Windows NT environment and Windows 2000 environment (3) Inert sample pathway and a mount heater to prevent loss of active, polar, or high-boiling compounds. (4) Absorbent-based moisture trap that operates from ambient to 350 degrees C (Centigrade) to remove moisture without affecting polar analytes. (5) A foam sensor to prevent contamination of the internal sample pathway upstream from the sparge vessel. (6) On-trap injection mode capability for easy troubleshooting. The Purge and Trap Multi-Matrix Autosampler is required to meet or exceed the following technical specifications: (1) Windows based software controlled utilizing a Windows NT environmental and Windows 2000 environment. (2) Closed-system technique as required in USEPA SW-846 Method 5035. (3) Allow aqueous or solid samples to be run from any position in the sample sequence. (4) Have a minimum of three (3) standard injection systems to allow for separate solution injections of surrogate standard, internal standard and the laboratory control standard. (5) Have an inert sample pathway for corrosion resistance and less chemical reactivity and absorption. (6) Have 1:250 dilution capability using a 250 micro liter dilution syringe and water from an external reservoir. (7) Able to fully rinse the entire sample pathway with up to 90 degrees C (Centigrade) blank water to reduce carryover contamination (8) Heating solid samples from ambient to 100 degrees C (Centigrade) to be compliant with USEPA SW-846 Method 8260. (9) Allow aqueous samples blanks to be analyzed automatically from an external reservoir after any user specified vial. Delivery of these items shall be FOB Destination within 30 days after receipt of order. Delivery, inspection and acceptance will be at the U.S. EPA, 2890 Woodbridge Ave., Edison, NJ 08837. The EPA intends to issue a purchase order to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in order of importance, will be used for evaluation purposes: (1) Level of automation for the Purge and Trap Multi-Matrix Autosampler in terms of sample capacity and efficiency. (2) Warranty and service provision. (3) Price. Offerors must include sufficient material to permit the Government to determine that the proposed instruments will meet or exceed the technical specifications above. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be included with the offer.
