NAICS Code: 541380 The Environmental Protection Agency Region III seeks hardcopy quotes or fax quotes from concerns for the Delivery of Analytical Services. Hardcopy quotes or fax quotes shall be received at the Contracting Office by 2pm ET on Fr Aug 15 03 (fax 215/814-5211)(M/F EPA RIII Delivery of Analytical Services RFQ-PA-03-0009). E-mail or phone quotes shall not be accepted. THIS MESSAGE IS THE AMENDMENT 2 TO THE RFQ. Offerors must acknowledge receipt of this amendment prior to 2pm ET on Fr Aug 15 03 by acknowledging this amendment on the hardcopy proposal or fax proposal or by a separate hardcopy amendment acknowledgement or fax amendment acknowledgement. E-mail or phone amendment acknowledgements shall not be accepted. Failure of your amendment acknowledgement to be received in hardcopy or fax at the Contracting Office by 2pm ET on Fr Aug 15 03 may result in the rejection of your quote. If by virtue of this amendment you desire to change a quote already submitted, such change shall be received at the Contracting Office in hardcopy or via fax prior to 2pm ET on Fr Aug 15 03. Price is the only factor. The Government intends to make one award to the lowest responsible quoter for all items with a total guaranteed minimum of $1000. Report shall be received by the Government at Ft Meade MD on or before 21days after receipt of the last sample delivery group (SDG). It is estimated that all samples shall be shipped to one address of the lab contractor within 2 days after award. In any event, all samples shall be shipped to one address of the contractor no later than Oct 21 03. A SDG is 20 samples or less per batch delivered to the lab contractor within a span of 7 days. The cost of all QC samples,dilutions, and reanalysis is incorporated in the unit prices. All processing and analysis shall be performed in the quoted lab location(s). All data shall be submitted in an electronic deliverable format using forms DC1 & DC2 which may be produced on the lab contractor's own software. In the case of removal or response action involving the transfer of any hazardous substances, the pollutants or the contaminants shall be transferred to a facility which is operating IAW the requirements of the Solid Waste Disposal Act (42USCA 6924 & 6925). Method minimum levels or do you want better DLs? No, there are quantitation limits. The contractor shall support the DL that is actually achieved. What are the QC requirements regarding matrix spikes, matrix spike duplicates, and matrix duplicates? Spike recovery shall be 50%-150%. For MSD, the relative difference shall be 25% or less. What historical information about the site being investigated and the nature of contaminants can be provided? What contaminants and levels are suspected to be present? Historically, 25ppm PCBs in soil, 100ppb dioxins in soil, and 100ppb dioxins in oil have been reported at this site where transformer oils were disposed. Are these samples high level? Historically, 25ppm PCBs in soil, 100ppb dioxins in soil, and 100ppb dioxins in oil have been reported. Other EPA procurements allow for billing of MS, MSD, and MD and it would seem reasonable that this project should also allow for it. Please comment. The cost of all QC samples, dilutions, and reanalysis is incorporated in the unit prices. Please clarify the difference between "unit price" and "extended amount" as the solicitation states that the unit price be applicable (sic) up to the maximum number of samples. What QC data reporting package and/or electronic deliverable format are being requested? CLP type deliverables shall be submitted. What are the exact deliverables that are being expected? What level of reporting is required for this project? A Level4 data package is the expected deliverable. What laboratory certifications are required for this work?
