Description
NASA/JSC has a requirement for 500, 12 Point External Wrenching Frangible Bolts used in the Collar Severance System assembly which is apart of the Space Shuttle Orbiter Crew Escape System. These frangible bolts must have ultimate tensile and torsional shear strength along with corrosion and heat resistant alloy. The frangible bolts must be able to meet strict specifications MC111-0019 and bolt drawing MD111-4038. The bolts must also follow the Space Shuttle System Pyrotechnic specifications. NASA/JSC intends to purchase the items from SPS Technologies, on a noncompetitive basis. The only responsible source capable of meeting Boeing's MC11-0019 and the Space Shuttle requirements is SPS Technologies because they possess the special tooling, processes and procedures, and personnel necessary to produce and deliver units that meet the demanding requirements of the Bolt, while providing a short delivery schedule and reasonable cost. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 22, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
