- Description
- NASA/LaRC plans to issue a Request for Offer Under NASA Procurement Mid Range Procedures on or about September 10, 2003 for the development of an Avalanche Photo-Diode (APD) in the 2 Micron Region. This APD is required by the NASA/LaRC Laser and Electro-Optics Branch of the Systems Engineering Competency in support of the NASA Earth & Space Technology Office (ESTO) mission. The APD will be utilized in the Laser Risk Reduction Program, and is necessitated for CO2 Differential Absorption Lidar (DIAL) systems, for use from a space-based platform. Technical Requirement: NASA Langley Research Center intends to solicit offerors to perform device development, including design and modeling, material growth and material characterization, device fabrication and characterization, and development of passivation techniques, meeting the following NASA APD requirements: i) a spectral range 1.7 - 2.5 microns; ii) high responsivity, 50 A/W; iii) low noise, NEP,2x10^-14 W/sqrt. Hz; and iv) Quantum Efficiency, 80% at an ambient temperature. The required tasks will be divided into three (3) Phases. Phase I: consists of Development and Fabrication of a Single APD. Phase II: consists of Development and Fabrication of Linear Array Prototyping. Phase III: consists of 2-D Array Design and Fabrication; Integration to Breadboard Instrument. There is no guarantee of the Government's continuation of funding beyond Phase I of this contract. The Government reserves the right to proceed with subsequent phases, pending successful duplication of the contractor's results and demonstration, the Government's continued need for the APD, and the availability of funds. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 334413 and 500 employees, respectively. A Cost-Plus-Fixed Fee (CPFF) contract is anticipated. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated offer due date is on or about October 10, 2003. An ombudsman has been appointed -- See NASA Specific Note "B".
