Description
The Social Security Administration has a requirement to perform a three year inspection and preventive maintenance and load testing of all circuit breakers, tie breakers, and trip elements for the building?s main electrical switchgear. The contractor shall provide all labor, material, and equipment to replace the existing circuit breakers with Government provided spare circuit breakers. The contractor shall coordinate, schedule and make payment to the utility company (Pacific Gas & Electric) for the power shutdown and power restoration for the building. The work shall be performed on Columbus Day Holiday Weekend, Saturday October 11, 2003 through Monday, October 13, 2003. All work on the switchboard is to be performed outside of normal business hours. All work shall be performed on-site at the Frank Hagel Federal Building, Social Security Administration, 1221 Nevin Avenue, Richmond, CA. All potential contractors will be required to pass a security background check before beginning performance on an award. The contractor shall perform an infrared scan of the complete switchboard and all protective devices while the system is energized. The contractor shall also provide all labor, material, and equipment to test, repair as necessary, and certify all the circuit breakers that were removed from the main electrical switch board for preventive maintenance. The breakers shall be shipped to the contractor?s facility for testing, any necessary repairs, and recertification and upon completion, returned the Social Security Administration. The contractor shall bear all costs related to the transportation and/or delivery of the breakers. This requirement is a 100% small business set aside. Proposals received from other than small business will be deemed unacceptable and will be given no further consideration. The North American Industry Code (NAIC) is 811310. Solicitation SSA-RFQ-03-Breaker will be available on or about August 21, 2003 for downloading from the Federal Procurement website at http://www.fedbizopps.gov. No telephone requests for the solicitation will be accepted. No paper copies of the solicitation will be available. This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 regarding the acquisition of commercial items.
