- NA This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as supplemented with a dditional information included in this notice. This CSS is being issued as a Brand Name or Equal in accordance with FAR provision 52.211-6 Brand Name or Equal (Aug 1999). This announcement constitutes the only solicitation and a written solicitation will not be issued. This requirement is being issued as a 100% Small Business Set-Aside. The Standard Industrial Classification (SIC) is 3812 and The North American Industry Classification System (NAICS) is 334511 with a size standard of 750 employees. The s olicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15 effective 24 July 2003 & Class Deviation 2003-o0003 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 Edit ion, current to DCN 20030722. It is anticipated that payment will be made by Government VISA Credit Card. This requirement is for the following C-Band Items: Contract Line Item Number (CLIN) 0001: five (5) each C-Band Radar Transponders, Model No. 251-3 ; CLIN 0002: one (1) each C-Band Tester, Model No. 38 Mini-tester; CLIN 0003: Programming Set, PN AY97880. The brand name manufacturer is Micro Systems, Inc., 35 Hill Avenue, Ft. Walton Beach, FL 32548-3858, website: www.gomicrosystems.com Products offe red as equals to the specified brand name must meet the following salient characteristics: (CLIN 0001) The transponders must be from 5-15 Watts, be capable of a 2.5 microsecond beacon delay, have code spacing from 3-9, and the uplink & downlink frequencie s must be programmable. (CLIN 0002) A c-band mini-tester that is small / portable in size. (CLIN 0003) Programming Set (software enabling programmable frequency changes). Any offeror quoting other than the brand name cited must submit descriptive litera ture in accordance with FAR 52.211-6, that evidences that the product offered meets or exceeds the performance parameters and salient characteristics of the brand name product. All proposals shall be clearly marked with Solicitation Number DABK41-03-T-100 9 and emailed to cesar.reta@yuma.army.mil no later than 4:30 PM MST, August 21, 2003. Offers that fail to furnish required representations required by FAR 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from co nsideration. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government based on technical acceptability and price. The following FAR Clauses and Provisi ons are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 Instruction to Offerors Commercial Items (Jul 2003).
