- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase Request number is F13ABW31561700 as a Request for Quote using Simplified Acquisition Procedures. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This acquisition is for the purchase of Music Coordinator for the Maxwell AFB/Gunter Annex Chapel. This request is unfunded and will be awarded pending approval of funding. This acquisition is 100% set-aside for small business. The North American Industrial Classification System Code is 71130 with a small business size standard of $5,000,000.00. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Item (Oct 2000) applies to this acquisition. Submit signed and dated proposals on company letterhead. The Government will make an award to the lowest priced, responsible, contractor whose proposal conforms to the solicitation. The contractor must be registered in the Central Contractor Registration database. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jul 2002) and DFARS 252.212-7000, Offeror Representations and Certifications—Commercial Items (Nov 1995) with the proposal. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil. The clause at FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is incorporated into this RFP; 52.219-6, Notice of Total Small Business Set-Aside and 52.219-6 Alternate I, Notice of Small Business Set-Aside (Jul 1996). Quotes are required to be received no later than 4:00 PM CST, Friday, Aug 29, 2003 STATEMENT OF WORK CHAPEL MUSIC COORDINATOR 1000 CATHOLIC MASS/1130 TRADITIONAL SERVICE, CHAPEL 3 MAXWELL AFB-GUNTER ANNEX, AL GENERAL DUTIES OUTLINE: Shall direct all choir practices and performances for Chapel Worship Services at Chapel 3, Maxwell AFB-Gunter Annex, and any chaplain approved special services/activities. The current worship services are the 1000 Catholic Mass and the 1130 Traditional Protestant Worship Service on Sunday. CONTRACTOR SHALL: 1. Conduct a rehearsal each week for the 1000 Sunday Catholic Mass as established by the Catholic chaplain. Rehearsals shall last at least 1 hour but not more than 2 hours. Rehearsals cannot be prior to the performance unless the start time is a hour and half prior to the start time of the performance. This shall constitute one unit of pay. (52 Units) 2. Conduct a performance for the 1000 Sunday Mass each week as established by the Catholic chaplain. Worship services will last at least 1 hour but not more than 2 hours. This shall constitute one unit of pay. (52 Units) 3. Conduct performances/rehearsals for special services/activities as established by the Catholic chaplain. Rehearsals shall last at least 1 hour but not more than 2 hours. This shall constitute one unit of pay. Any additional rehearsals shall be coordinated in advance with the Catholic chaplain. Performance for the service itself shall be generally 1, but no more than 2 hours. This shall constitute one unit of pay. (10 Units) 4. Conduct a rehearsal each week as established by the 1130 Traditional Protestant Worship Service Chaplain. Rehearsals shall last at least 1 hour but not more than 2 hours. This shall constitute one unit of pay. (52 Units) 5. Conduct a performance for the 1130 Traditional Protestant Worship Service each week as established by the service chaplain. Worship services will last at least 1 hour but not more than 2 hours. Performances shall include the service itself of generally 1, but no more than 2 hours. This shall constitute one unit of pay. (52 Units) 6. Conduct performances/rehearsals for special services/activities as established by the 1130 Traditional Protestant Worship Service Chaplain. The service chaplain will determine the time, location, and quantity of rehearsals and performances. Rehearsals shall last at least 1 hour but not more than 2 hours. This shall constitute one unit of pay. Any additional rehearsals shall be coordinated in advance with the service chaplain. Performance for the service itself shall generally be 1, but no more than 2 hours. This shall constitute one unit of pay. (10 Units) 7. Arrive at all rehearsals NLT 10 minutes prior to start time and 30 minutes prior to the beginning of each service or special service/activity. 8. Be responsible for unlocking the chapel before rehearsals/services and for securing the chapel afterwards. Shall ensure that all music stands, microphones, microphone stands, microphone chords, and choir risers are set-up and put away after all services and rehearsals. Shall ensure the chapel sanctuary and choir room, or other places of rehearsal, are left in a clean and orderly manner after all services and rehearsals. 9. Be responsible for turning on the sound system and ensuring that the settings for the sound system are set at appropriate levels. Shall ensure that the sound system is turned off when rehearsals or services are finished. 10. Be responsible for ensuring the piano/synthesizer is returned to its closed position and covered. If using the organ, close and lock organ. 11. Be responsible for arranging, maintaining, coordinating, selecting, ordering and purchasing all literature, music and equipment, as well as coordinating with other musicians and choir directors. Shall be familiar with the Liturgical Church Calendar and be able to select music appropriate to the season and conduct/accompany the choir in the performance of seasonal music. Shall coordinate at least one month in advance with appropriate service chaplain for selecting appropriate music. Shall submit a fund request to the service chaplain at least 1 month prior to date material is required. 12. Be responsible for recruiting, training, and directing all choir members and musicians for all worship services and any special services/activities. 13. Be responsible for finding a replacement during absences. Replacement must be approved 5 days in advance by the service chaplain. 14. Serve as point of contact concerning music for the worship service and any special services/activities. Shall provide guidance regarding order of worship for the worship service and any special services/activities. 15. Coordinate all music selections, arrangements, soloists, and special service/activity requirements with the service/activity chaplain at least one week in advance. Shall coordinate all musicians, choir members and guest performers. 16. Meet with service chaplain on a monthly basis or as needed to coordinate upcoming worship service or special service/activity needs. The service chaplain shall provide specific music needs. 17. Complete a facility request form to schedule chapel facilities for all rehearsals/worship services and for any special services/activities. 18. Dress appropriately when providing services during worship. A shirt and tie must be worn by men, and similar conservative attire for women. No jeans, shorts, t-shirts, tennis shoes, or other inappropriate attire shall be worn during worship services. The service chaplain shall determine what is appropriate attire. 19. Possess and demonstrate the ability to work cooperatively with chapel staff, other choir directors, musicians, choir members, and members of other faith groups for ecumenical and inter-faith services. 20. Shall be able to attend music training and related workshops as opportunity arises. 21. Contractor shall submit invoices to 42 ABW/HC ATTN: Resource Advisor no later than seven (7) days after the last billable service or rehearsal. REQUIREMENTS/QUALIFICATIONS: 1. Shall have a minimum of 10 years experience as a choir director for chapel worship services. Shall be familiar with all hymns in the Hymnal for Worship & Celebration and OCP Music Issue, maintaining the ability to direct a church choir in the performance of these hymns. Shall be able to conduct a wide variety of different music styles. 2. Shall have at least a bachelor’s degree. 3. Shall be familiar with a wide variety of denominational music expressions and styles. Shall be familiar with the Liturgical Church Calendar and be able to select music appropriate to the season and conduct/accompany the choir in the performance of seasonal music. 4. Shall be willing to work flexible hours due to possible variances of worship service or special service/activity times. 5. Shall be able to attend music training and related workshops as opportunity arises. 6. Shall be able to regularly lift up to 50 pounds. 7. Shall be able to meet with service chaplain on a monthly basis or as needed to coordinate upcoming worship service or special service/activity needs. 8. Shall be able to pass interview/evaluation for qualification. 9. Shall be able to meet security/background requirements for contractors and be able to obtain a pass to enter the base.
