- This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Request for Quotation HAQ031043 incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-14. This procurement is set aside for small business concerns. The North American Industry Classification System (NAICS) code is 332420, with a small business size standard of 500 employees. This is a firm-fixed price contract for the Bureau of Land Management, Burns District, Oregon. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and past performance considered. TECHNICAL SPECIFICATIONS: Furnish all supplies, materials, and labor to supply and install three (3) round water storage tanks, 8' x 28', 10,500-gallon each, in accordance with standard industry practices, to be delivered to the Bureau of Land Management, Burns District Wareyard, 28910 Hwy. 20 West, Hines, Oregon 97738. Three horizontal above-ground tanks shall be round, 8' x 28' and each have a capacity of 10,500 gallons. Prior to delivery contractor shall submit Certificates of Conformance of Compliance for the tank's interior and exterior coating system. Materials shall conform as follows: Tank - materials used in fabricating the horizontal above-ground storage tanks shall conform to AWWA D-100; Steel Pipe - small piping, 2" and under in size, shall conform to ASTM A-120, zinc coated Schedule 80; Coating System - AWWA D-102 - Interior: provide AWWA D-102 inside paint system No. 1, Paint 1 except for formula 151, with white furnish coat. Provide coating certified by manufacture to be suitable for potable water. Exterior - Provide AWWA D-102 outside paint system No. 1 with two coats of 0-1-S paint. Color shall be sage green. Submit color sample before painting. Paint interior and exterior of tank, including surface preparation, in accordance with AWWA D-102. Apply coats in such a manner as to produce an even film of uniform thickness. Edges, corners, crevices, and joints shall require special attention to ensure that they are ground smooth, thoroughly cleaned, and receive an adequate thickness of paint. Apply paint under dry and dust free conditions. Do not apply paint when the temperature is below 50 degrees F or above 90 degrees F. Sufficient time shall elapse between coats to permit satisfactory recoating, but once commenced, complete painting operation without undue delay. Shop Painting: As soon after fabrication as practicable, shop coat all steel surfaces, except interior and seam surface of tank plats. Immediately prior to painting, clean surfaces thoroughly by blast cleaning or pickling to remove rust, fillings, blisters, mill scale, dirt oil grease, and any other foreign matter, using, where necessary, mineral spirits or other acceptable paraffin-free solvents having a flash point higher than 80 degrees F. Interior: Prepare interior of tank surfaces by blast cleaning to white metal as recommended by the manufacturer prior to the use of the tank coating system. Exterior: Thoroughly clean exterior surfaces not covered by the shop coat and all abraded surfaces in the shop coat with scrapers and wire brushes so as to expose the bright metal, with particular attention given to areas around joints. Immediately following this operation, give the cleaned and dried surfaces a patch coat of the paint specified for shop painting. Disinfect: Regardless of the sequence used for painting and testing the tank, it shall be disinfected after the final inside coat has dried in accordance with the specification for the paint used. Disinfect tank in accordance with AWWA D-105. Accessories: Accessories for the horizontal above-ground steel storage tank include 2" pipe connections for water inlets. The overflow outlet pipe connection shall be 2". A ladder shall be constructed on both ends. A manhole cover on the top of the tank shall provide access to the inside of the tank on both ends. Hydro-Static Test: No shop Hydro-Static test. Tank will be tested in accordance with U.S. Spec. 142 for above-ground flammable liquids. Handle the above-ground storage tank and components carefully to prevent distortion or other damage that could affect the structural or mechanical integrity. Replace damaged items that cannot be restored to like-new condition. PACKAGING AND MARKING: The items shall be prepared for shipment consistent with standard commercial practice and in a manner that will ensure transportation and/or delivery to the user in a satisfactory condition and be acceptable to the carrier for safe transportation. The Contractor may use its own practice providing it fulfills these requirements. DELIVERY AND ACCEPTANCE: Deliver, FOB Destination within 45 calendar days of award. Delivery shall be made between 8:00 and 5:00 p.m. Monday through Friday, holidays excluded. Inspection and acceptance will be made upon the Government's determination that the three round water storage tanks meet the requirements of these specifications. APPLICABLE FAR CLAUSES AND OTHER PROVISIONS: The following FAR provisions apply to this RFQ and are incorporated by reference: 52.204-6 Contractor Identification Number -- Data Universal Numbering System (DUNS) Number; 52.212-1 Instruction to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications -- Commercial Items (Note: offerors must include a copy of the provisions at 52.212-3 with quote -- this can be obtained at http://www.arnet.gov/far); 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions. Required to Implement Statutes or Executive Orders - Commercial Items Alternate II (including 52.203-6, 52.2l9-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.225-3); 52.219-6 and 52.232-33. Offerors shall submit signed and dated quotes for Item 1 either on a SF1449 or letterhead stationery. Quotation shall include the price for the contractor furnishing all labor, materials, equipment, supervision, transportation and incidentals necessary to supply water storage tanks in accordance with the terms, conditions and specifications herein.
