PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCODE: W?Lease or Rental of Equipment OFFADD: USDA, ARS, FMOD, BA, Contracting Section, Bldg. 003, Rm 329A, 10300 Baltimore Ave., Beltsville, Maryland 20705-2350 SUBJECT: W?LEASE ONE NEW FORAGE HARVESTER SOL 20-3K47-03 DUE 09-10-03 POC T.C. Mitchell, Contract Specialist, DESC: The U.S. Department of Agriculture intends to lease one self-propelled forage harvester. The terms of the contract is October 1, 2003 through September 30, 2004, with (2) one-year options. This synopsis for a commercial service is prepared in accordance with FAR Subpart 12.6 and incorporates provisions and clauses through FAC 2001-15a. This acquisition is small business set-aside. The NAICS code is 423820 with a small business standard of 100 employees. Delivery shall be F.O.B. Destination to the U.S. Department of Agriculture, Bldg 301 Research Rd, Beltsville, Maryland by October 1, 2003. Any interested/qualified sources who can provide the item above must respond by September 10, 2003 by 4pm EST with your quote and descriptive literature of the equipment being offered meeting the minimum requirements below. Quotes can be faxed to 301/504-5009, delivered or mailed to USDA, T.C. Mitchell, 10300 Baltimore Ave, Bldg. 003 Rm 329A, Beltsville, MD 20705-2350. ALL QUESTIONS MUST BE IN WRITING via fax, mail or can be emailed to mitchelt@ba.ars.usda.gov no later than September 5, 2003 by 4pm, no calls please. Questions received and answers will be posted at www.fedbizopps.gov for you to review on or about 9-8-03. The contractor shall furnish, deliver and set-up the self-propelled forage harvester, basic minium requirements are: one new self propelled, 4-wheel drive, 435 h.p. or greater diesel engine, hydrostatic transmission, rotating rotary air screen with dust ejection system, pressurized operator?s cab with heating, air conditioning and pneumatic suspension seat, metal detector, automatic sharpener, reversible shear bar, in cab automatic sheer bar adjustment, electro-hydraulically controlled spout, crop processor with quick removal feature and mechanical roller adjustment, power rear axle with 540.65 - R24 or better tires, 30.5 R32 166 A8 or better drive tires, central greasing kit, am/fm radio, auxiliary hydraulic connection for operating a dump wagon, automatic steering in corn, quick attachment mounting for the accessories provided by the incumbent contractor listed below: a. Minimum of 25 gallon per minute auxiliary hydraulic to operate dump wagon, b. Minimum of nine (9) foot windrow pickup unit including reverse with quick attach mounting to fit harvester, c. Minimum of 14' 8" row independent corn header with quick attach mounting to fit harvester. The offeror shall provide descriptive literature of the equipment being offered meeting the above minimum requirements with your quote. The harvester specifications, applicable USDA clauses and required forms will only be available for you to download from www.fedbizopps.gov on or about August 29, 2003, no documentation will be mailed. Contractors are responsible for downloading the documents from the website, checking for updates regarding this synopsis, modifications, questions and answers All offerors must include with their quote and literature on September 10, 2003 a completed copy of the Federal Acquisition Regulation, FAR 52.212.3 Offerors Representations and Certifications Commercial Item.
