- SOLICITATION This is a solicitation for the construction of a groundwater remediation system in Utica, Nebraska. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, number FSA-R-15-03DC is issued as a Sealed Bid, Invitation For Bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This is not a small business set-aside, NAICS Code 237990; size standard is not to exceed $28,500,000. The Government intends to award a Firm-Fixed Price Contract. The Contract will be for construction services for a time period not to exceed 45 calendar days in duration. All interested parties shall provide a quote for the Total Project Pricing. Description: This procurement is for the construction of a groundwater remediation system in Utica, Nebraska. The construction services include: abandon a former drinking water well; construct three new groundwater recovery wells; provide, and install, pumping equipment to extract contaminated groundwater from the three new wells and one existing well; provide, and install, a pre-manufactured structure to house electrical service, instrumentation and piping components; provide, and install, buried pipelines to convey contaminated groundwater to a wetlands area located north of the Village of Utica Nebraska; provide earthwork services to restore wetland areas to a condition resembling natural topography and elevate an existing county roadway; and install ancillary services to permit the management of the primary objectives and to facilitate the effective management of the wetlands and wildlife habitat. The scope of work shall include the furnishing of all labor, supervision, permits, materials, equipment, tools, services, and incidentals required to complete the work described by the specifications, drawings, and attached solicitation/contract documents. After completion of the work, and upon demobilization, the Contractor shall leave the Site free of Contractor?s structures, equipment, and debris. The Contract will be for a period not to exceed 45 days in duration. This announcement includes: Attachment A ? Statement of Work, Attachment B ? Davis-Bacon Act Wage Determination, Attachment C ? Technical Exhibits, Attachment D ? Standard Forms, and Attachment E ? Contract Release Form. Award shall be made to the offeror whose offer, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. Proposals must be received by 3:00 PM Eastern on September 15, 2003 by regular mail at USDA/FSA/MSD/AMB, 1400 Independence Avenue, SW, Stop 0567, Washington, DC 20250, or by overnight mail at 1280 Maryland Avenue, SW, Suite 580 A, Washington, DC 20250 to the attention of Sandra Garland.
