- Description
- It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with Columbia University Department of Medical Informatics for the IDEATel (Informatics for Diabetes Education and Telemedicine) project, constituting a multi-institution randomized control study designed to assess the efficacy of a comprehensive home-based telemedicine system for diabetic patients. The contractor will perform the following services: Conduct field usability testing of the diabetes telemedicine and education concept known as IDEATel . The field usability testing will be conducted with 30 or more patients who have previously participated and received training in the IDEATel Project. Field usability testing will be conducted on an individual basis, including video taping and audio taping with time stamping, computer screen capturing, and recording of field notes and observations, plus log file analysis of each patient's use of IDEATel. The contractor shall conduct an in-depth analysis of each field usability test, and based on this and the related log file analysis, shall developed findings about the usability of the IDEATel user interface and the cognitive abilities of patients to effectively use the interface for remote in-home diabetes monitoring and education. The contractor shall develop findings and conclusions about user interface design and functionality and user training programs to optimize the effectiveness and efficacy of IDEATel, and more generally of telemedicine applications for remote monitoring and education of diabetes patients. The contractor shall prepare and submit to NLM a written report on the field usability testing, analysis, and results, and shall prepare one or more professional papers based on this work for presentation and/or publication in appropriate venues. Columbia University Department of Medical Informatics is uniquely qualified to provide this service. The contractor has working knowledge and access to the IDEATel telemedicine application and has access to patients who have previously participated in the IDEATel Project. The contractor has expert knowledge of field usability testing theory and methods and prior experience with field usability testing both generally and in connection with IDEATel. Additionally, Columbia University Department of Medical Informatics has an established track record of relevant research and publications. This service will be procured under FAR Part 13 ? Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
