Description
An RFP will be issued for the continued Operation of, the Student Outreach for, and Career Transition Services provision at the Quentin Burdick Job Corps Center, in Minot, North Dakota. Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide for Center Operations, Student Outreach Services (recruitment), and Career Transition Services (Job Placement and Graduate Support Services). The contract will have a 2-year base period, June 1, 2004 through May 31, 2006, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about September 2, 2003. It can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://wdsc.doleta.gov/jobcorps . The average capacity for the center is 250 youth of which 240 are residential (120 male and 120 females) and 10 non-residential (5 males and 5 females). The Center also maintains a residential solo-parent operation which can accommodate up to 24 single parents with their children, ages 6 weeks through 6 years. The contractor will provide Outreach Services, recruiting 525 Students to the Center, primarily from the State of North Dakota. Career Transition & Support Services will also be provided for approximately 368 youth. A Pre-proposal Conference and Site Visit is scheduled for Friday, September 19, 2003 at 10:00 a.m. (local time) at the Quentin Burdick Job Corps Center. The Center is located at 1500 University Avenue West, Minot, North Dakota 58703, Telephone: (701) 857-9600. It is HIGHLY recommended that potential offerors download a complete copy of the RFP from the Website listed above, prior to attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a Notice of Intent to Attend Quentin Burdick Job Corps Center Pre-Procurement Conferences to: Anthony D. Ring, Division Chief, U.S. Department of Labor, Office of Job Corps, 1999 Broadway, Suite 1760, Denver, Colorado 80202. All Notices of Intent to Attend should be received by this office no later than September 12, 2003. Attendees are required to stop in at the front desk of the main building to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than September 12, 2003. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Academic and Vocational Training, Student Outreach Service (recruitment), Career Transition/Support Services, operate Counseling & Residential Living programs, administer the Center?s Solo-Parent Program, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than Monday, December 01, 2003 at 2:00 p.m. (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
