- RESPONSES ARE SOUGHT FROM SMALL BUSINESSES ONLY. The Federal Aviation Administration (FAA) is conducting a Market Survey to identify business sources possessing the expertise, capabilities and experience necessary to meet the agency?s requirement for financial management support to the Facilities and Engineering Programming and Financial Management Office. This survey is not a Request for Proposals and no contract will be awarded from this announcement. Also, this is not an announcement of any forthcoming solicitation nor is it an attempt to build a solicitation mailing list. Responses to this survey are voluntary and at the responders expense; no costs associated with responding to this survey will be reimbursed. The F&E Programming and Financial Management Office (ASD-310) has a need for services related to preparation, coordination and submission of OMB Circular A-11, Exhibit 300, Capital Asset Plan and Business Case for FAA?s major capital investments. This exhibit is critical to the OMB?s funding of FAA?s investments. Each submission will be scored by OMB and lower scores are not recommended for funding. ASD-310 is the office responsible for most of the Exhibit 300 submissions for the FAA. Preparation of the exhibits is labor intensive and requires extensive knowledge of the program and financial management requirements for FAA?s major capital investments. To be considered qualified to perform this effort, small business sources must clearly demonstrate experience and capabilities as follows: Work Experience: 15 years Program/Financial Analyst for Federal programs or 10 years FAA Program/Financial Analyst Knowledge, Skills, Abilities are required in the following areas: Training and familiarity (must be from a program perspective) with all sections and sub-sections of OMB?s Advisory Circular A-11, Exhibit 300. Knowledge of the FAA?s major investments and programs Direct experience with the Department of Transportation?s database, Investment Technology Investment Portfolio System (ITIPS) Knowledge of the FAA?s F&E budgetary structure. Familiarity with FAA?s Acquisition Management System and Joint Resource Council approval process relative to future 300 exhibits. SMALL BUSINESS sources possessing the capability to perform the effort described are invited to submit a summary of those capabilities. The summary should include evidence of the expertise, experience, knowledge, skills and abilities in each area. The written summary must also include a statement addressing whether the source is a small business, a small disadvantaged business, or a certified 8(a). Only written responses of not more than 10 pages will be accepted; pamphlets and brochures are not desired. The information will be used to develop an appropriate acquisition strategy for this requirement. All responses must be received not later than close of business (5:00 P.M. EDT) on August 22, 2003.
