Description
COMBINED SYNPOSIS/SOLICITATION DTTS59-03-R-00570 AIRLINE CONSULTANT SERVICES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is DTTS59-03-R-00507 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 14. This procurement is a full and open commercial buy under NAICS Codes: 541611, 541613, 541614, 541690, 541910, 54172 or 54191. The solicitation is to examine how demand for air travel has changed in recent years, incorporating the current industry downturn, and especially to identify differences in passenger responses at different price levels for the Department of Transportation (DOT), in Washington, DC. Proposal instructions and the complete Statement of Work (SOW) are attached. The anticipated contract is firm-fixed-price for the requirements defined in the SOW. The anticipated period of performance is a base period from October 1, 2003 through September 30, 2004 with two (2) one-year option periods. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation factors to be used are 1) quantity and quality of non-USDOT data 2) econometric Model, 3) past performance , 4) management approach and 5) fixed price. Quality/quantity of non-USDOT data (factor 1) is more important than econometric modeling (factor 2) and past performance (factor 3), which are considered of equal importance and more important than management approach (factor 4), while price (factor 5) will be considered the last factor that will be evaluated but not scored. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions, applies to this acquisition with 52.217-9 amended. The clause at FAR 52.215-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition with the following clauses applicable: 52.203-6, 52.219-8, 52.219-14, 52.219-23, 52.222-21, 52.222-26, 52.222-35, 52.222-36. 52.222-37, 52.222-41 (Department of Labor Wage Determination 94-2103, Rev. 30 dated 06/03/2003 applies), and 52.222-42. Questions regarding this procurement shall be directed electronically to theresta.lanier@ost.dot.gov and are due not later than 4pm EST, Friday, August 22, 2003. Proposals are due by 3:00 p.m., EST, on Friday, September 5, 2003 to Department of Transportation, Acquisition Services, 400 7th Street, S.W., Room 5106, Washington, DC 20590, to the attention of Theresta Lanier. Late proposals shall not be accepted in accordance with 52.212-1. Facsimile proposals are not acceptable.
