- Description
- This is a request for information on commercial off-the-shelf (COTS) technologies to provide a standardized Air force wide Telecommunications Management System (TMS) that will operate in the Combat Information Transport System (CITS) base level Network Control Centers (NCC) and MAJCOM-level Network Operations Support Centers (NOSC). The TMS needs to provide the ability to integrate into other CITS network management tools such as sharing data with the Enterprise Telephony Management (ETM) platform, Remedy Trouble Ticketing platform, and NMS/Base Information Protection suite equipment (threshold). The TMS must be able to manage multiple TMS sites from a central location (NOSC) through a scalable, automated, computer-based telecommunications management system that is modular in application design and integrates all data and associated databases into an inter-relational structure. TMS clients must be able to access the central server via web access. The focus of TMS is to provide overall telecommunications management. TMS shall include modular components such as telephone billing, directory assistance, record management, trouble reporting, inventory management, and a capability to interface with enhanced 911 systems in accordance with National Emergency Number Association (NENA) standards, without quality of service degradation. TMS must comply with all AF and DoD security guidance (minimum requirements identified in AFMAN 33-223), certification, accreditation, and interoperability requirements for Automated Information Systems connecting to the AF network IAW AFI 33-115. TMS shall incorporate the five functional areas of network management; Fault Management, Configuration Management, Accounting Management, Performance Management, and Security Management ? often referred to as FCAPS. NO PROPRIETARY DATA SHOULD BE SUBMITTED. ANY SUBMISSIONS WILL BE CONSIDERED TO BE PUBLIC INFORMATION AND MAY BE HANDLED BY NON-GOVERNMENT PERSONNEL. This RFI incorporates by reference FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997). This RFI provides interested contractors an opportunity to present to the government their ideas, approach, and progress made toward development of technologies or systems that can support the development of this new TMS. The submission can be in the form of descriptive brochure, to include detailed information and specifications of the TMS. The government will use this information to develop a request for proposal. This RFI is for informational and planning purposes only and does not constitute an Invitation for Bids or a Request for Proposals, nor is it a commitment by the Government. The government will not pay for any effort expended in responding to this notice.
