- NA A proposal may be submitted for either Alternate A, Alternate B, or both. Alternate A work includes construction dredging of approximately 1,107,000 cubic yards of unclassified material from Fisherman Channel through Lummus Turning Basin to a required dep th of 42-foot plus 1-foot allowable overdepth with placement at Ocean Dredged Material Disposal Site (ODMDS). Option 1 work includes maintenance dredging of approximately 210,000 cubic yards of shoal material from Cut-3 through Main Turning Basin to requi red depth plus 1-foot allowable overdepth with placement at ODMDS, Option 2 work includes construction dredging of approximately 194,000 cubic yards of unclassified material from berthing area adjacent to Fisherman Channel and Lummus Turning Basin to 42-fo ot required depth plus 1-foot allowable overdepth, with placement at the ODMDS. Option 3 work includes construction dredging of approximately 5,000 cubic yards of unclassified material from Dodge Island Cut berthing area to 34-foot required depth plus 1-f o ot allowable overdepth, with placement at the ODMDS. Option 4 work includes maintenance dredging approximately 22,000 cubic yards from Cut-1 and Cut-2 and placing in a separate sand cell within Virginia Key Disposal area. Option 4 work also includes the co nstruction of the sand cell within Virginia Key Disposal area complete with dike reinforcement, drainage structures and seeding. Option 5 work includes maintenance dredging approximately 22,000 cubic yards from Cut-1 and Cut-2 and placing at the ODMDS. Con struction dredging work also includes Drilling and Blasting, Endangered Species Observers (Hopper Dredges Only), turbidity monitoring, vibration monitoring/control activities, and Dolphin/Manatee Watch Plan Activities. Maintenance dredging work include s tu rbidity monitoring and Species Observers (Hopper Dredges Only). The Alternate A (All Material Off-Shore) Base Construction Performance Period is 332 calendar days (does not include 30 days mob/demobilization); Option 1 is 40 calendar days; Option 2 is 85 calendar days; Option 3 is 17 calendar days; Option 4 (Upland Disposal Sand Cell Beach Quality for Placement by Sponsor at a later date) is 39 calendar days; for a total of 513. However, Option 5 (Upland Disposal Mixed) is 18 calendar days. Therefore, i f Option 5 is awarded instead of Option 4, the total calendar days for base, Option 1, Option 2, Option 3, and Option 5 is 492. Alternate B work includes construction dredging of approximately 1,107,000 cubic yards of unclassified material from Fisherman Channel through Lummus Turning Basin to a required depth of 42-foot plus 1-foot allowable overdepth with placement in Virgina key disposal area. Prepa re /construct dikes and weirs to receive all material in Virginia Key Disposal Area located approximately 1.0 mile south of Miami Harbor Fisherman Channel. The Alternate B (All Material Upland) Base Construction Performance Period is 328 calendar days (doe s not include 30 days mob/demobilization); Option 1 is 33 calendar days; Option 2 is 83 calendar days; Option 3 is 16 calendar days; Option 4 (Upland Disposal Sand Cell Beach Quality for Placement by Sponsor at a later date) is 39 calendar days; for a tota l of 499. However, Option 5 (Upland Disposal Mixed) is 18 calendar days. Therefore, if Option 5 is awarded instead of Option 4, the total calendar days for base, Option 1, Option 2, Option 3, and Option 5 is 478. Magnitude of construction is between $25 ,0 00,000.00 and $100,000,000.00. Award will be made to the offeror whose proposal represents the best value to the Government. The Contracting Officer will use a trade-off process to determine which offer represents the best value to the Government. All eval uation factors other than price, when combined, are significantly more important than price. The following factors will be used to determine best value: Technical Merit, Past Performance, and Price. The solicitation will be issued on or about October 1, 20 03 and proposals will be due on or about November 14, 2003.
