- The Naval Undersea Warfare Center Division Keyport is soliciting for the upgrade of the Vertical Launch ASROC System. The components to be upgraded are: one (1) each test set cabinet, P/N 3322904-104 (metal parts only); one (1) each cable assembly, P/N 3322907-015-101 (Option Item); one (1) each cable assembly, P/N 3322907-015-103 (Option Item); one (1) each cable assembly, P/N 3322907-016-101 (Option Item); one (1) each cable W1603, P/N 3322907-016-103 (Option Item); one (1) each cable assembly, P/N 3322907-018-101 (Option Item); one (1) each cable assembly, P/N 3322907-019-101 (Option Item); one (1) each cable W20, P/N 3322907-020-101 (Option Item); one (1) each cable W21, P/N 3322907-021-101 (Option Item); one (1) each cable assembly, P/N 3322907-023-102 (Option Item); one (1) each cable assembly, P/N 3322907-024-101 (Option Item); and one (1) each cable assembly, P/N 3322907 -024-103 (Option Item). This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1) with Lockheed Martin Corporation, as implemented by FAR 6.302-1. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be c onsidered solely for the purpose of determining whether to conduct a competitive procurement. Required delivery is no later than 31 Jan 04. FOB Destination: Naval Undersea Warfare Center Division Keyport, Keyport, WA 98345. Inspection/Acceptance at Destination. It is anticipated that the solicitation will be issued by 20 Aug 03. The closing date of the solicitation will be 03 Sep 03, unless a later date is specified in the solicitation. This requirement will be procured under FAR Part 12 commercial acquisition procedures utilizing best value evaluation of offers. This procurement is 100% Small Business Set-Aside. The applicable NAICS Code for this requirement is 336419 and a size standard of 1000. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil and on the Keyport Acquisition homepage at http://kpt-eco.kpt.nuwc.nav y.mil. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to powersm@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO or Keyport websites. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov ). Any questions should be submitted in writing via the fax number provided above or e-mailed to powersm@kpt.nuwc.navy.mil. No bidders list will be maintained by this office. No paper copies of the RFP / amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same.
