- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is 100% set aside for Small Business. The applicable NAICS is 336612 with no more than 500 employees apply. The following factors shall be used to evaluate offers: (1) Technical: The capabilities of the boat that meet or excee ds the requirements as listed in the line item. Offeror?s are encouraged to submit descriptive literature, drawing, specific catalog pages that can be used to evaluate their submission. All submitted material will become the property of the Government and will not be returned. All submitted material should not exceed five pages in total. All information should be relevant and concise for evaluation. Technical is valued higher than Price and Trade-In separately but not greater than both of them combined. (2) Price: Submitted price will be evaluated to determine its credibility, realism and to determine the offeror?s understanding of the work. In the event quotes are equal in technical merit, price may be used as the determining factor. Therefore, offeror's are encouraged to offer their best terms for a technical and pricing standpoint. Price is slightly less than techni cal for evaluation. (3) Exchange Sale: The Government will consider the offeror?s proposed ?Exchange? value of line item two (2) listed above. The Exchange value will be used to help determine the overall value of the submitted offer. The Exchange value is significantly less than Technical and Price separately. Offeror?s need not quote on the trade-in to be eligible for award however those that do have a greater opportunity for award. (b) Trade off. The Government reserves the right to make award to the offer that provides the overall ?Best Value?. The ?Best Value? will be determined by evaluating the technical merits of the equipment (those required and any extra equipment provided by the vendor) in conjunction with the price and value of the Exchange. Award can be made to the other than ?Lowest Priced? offeror. The Government may determine that an offer is unaccepta ble if Technical and Price are significantly unbalanced. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
