- The historic power blackout in the northeastern United States has caused a disruption to some of the information technology resources used in electronic commerce. In order to preserve the fairness of the procurement process, the bid opening date is hereby extended to Thursday August 21 at 2:00 PM local time in Syracuse, NY. A formal Standard Form 30 solicitation amendment will be posted to this website once the necessary computer systems are fully restored. ORIGINAL SYNOPSIS FOLLOWS... The Government announces its requirement to procure under the base bid of this project approximately 1886 sq. ft. of space alteration at the Fifth Floor North Wing at the James T. Foley Courthouse. It will be converted to Grand Jury Space for the U.S. District Court of New York - Northern District. The Contractor under the base bid will remove several rooftop AHUs and associated ductwork systems, bathroom plumbing systems, plaster ceilings that are coated with lead paint, vinyl asbestos tile, acoustical tile ceiling systems, light fixtures, concrete vault, sprinkler piping systems, door frames and partition walls. The new base bid work includes the construction and installation of the following items: soundproof wall partitions, uninsulated wall partitions, millwork, elevated platforms, painting, vinyl wall coverings, carpet, VCT flooring, fixed seating, acoustical tile ceiling systems, receptacles, light fixtures, panelboards, fire alarm installations, ductwork systems and air outlet devices, sprinkler piping systems, plumbing rough-ins, bathroom fixtures, roof patching, and phone/data conduit systems. This project incorporates one Alternate Work Item that may be selected by the Government if funds are available. Under Alternate Number One, approximately 3614 sq. ft. of floor space that is located in the Fifth Floor North Wing at the James T. Foley Courthouse adjacent the base bid work site will be gutted and provided with a sprinkler protection system. The demolition work at the Alternate Number One work site and the base bid work site are similar. The magnitude of this construction project for the base bid is estimated between $250,000.00 and $500,000.00 and for the Alternate Work Item is estimated between $100,000.00 and $250,000.00. The North American Industry Classification System (NAICS) code is 236220 and the size standard is $28.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. This procurement is 100% set-aside for HUBZone small business concerns. Bids from other than HUBZone small business concerns will not be considered. All responsible HUBZone sources may submit a bid which shall be considered by the agency. The required construction completion date is 220 days commencing one day after the notice to proceed. The tentative solicitation release date is no earlier than 15 days after posting in FedBizOpps. This solicitation incorporates documents which are not available electronically on the Governmentwide Point of Entry (GPE). Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. The solicitation, amendments to the solicitation, specifications and drawings will be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Harriet Mortas at the e-mail or mailing addresses shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Contractors will also be required to sign a Document Security Notice. Once the request for the solicitation has been accepted, one e-mail will be sent to the e-mail address provided. The e-mail will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request e-mail notification from FedBizOpps in order to remain apprised of solicitation. See Note 27.
