Description
This is a combined synopsis/solicitation for a commercial item identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number RFQ8603 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small-Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 339111. The USDA, Agricultural Research Service, National Animal Disease Center has a requirement to procure the following: 1) Multigas Monitor (California Analytical Instruments Model 1312 PAS or EQUAL); 2) Optical filter for N20at 0.03ppm to 300ppm; 3) Calibration for N20 at 0.03 ppm to 300 ppm, for the National Soil Tilth Laboratory, here in Ames, Iowa. The items you are offering must meet or exceed the following salient characteristics: Photoacoustic/FTIR Unit for N20, CO2, CH4 and Ammonia (Instrument to be configured for N20 only at time of purchase.) Dual microphones for enhanced stability and sensitivity. Photoacoustic infra-red detection methodology. To hold up to 5 filters for component gases and water vapor. To continuously correct for water vapor. To operate via a PC or via the front-panel push-buttons. To have a detection limit of 0.03 ppm for N20. Software which will enable user to calibrate the monitor and load user-defined measurement setups prior to monitoring. During a monitoring task, real-time measurement data to be presented on screen as both graphs and tables, and the data to be stored in named databases. Software must have post-acquisition capabilities. Must compensate for the effects of water vapor on a real-time basis. Must be able to collect samples from points up to 50 meters away. Must use Open Data Base Connectivity enabling data to be used in other programs. Optional multipoint sampler must be available. Must be able to upgrade to different gases as needs change. Must be a stand-alone portable unit for in-field measurements. Must have internal data storage which then can be downloaded to a PC using supplied software. User defined alarms must be present and software controlled. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certification-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.225-1 and 52.225-13. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Donna Haws at fax number 515/663-7482 on or before August 29, 2003. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror’s equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is September 3, 2003. SEE NOTE 1.
