- Description
- The Maintenance and Logistics Command Pacific, Naval Engineering Division intends to contract for a Multi-Ship, Multi-Year Phased Maintenance contract for two POLAR CLASS Icebreakers, USCGC POLAR SEA and POLAR STAR. This procurement is a total set-aside for small business. The procurement is further geographically restricted to performance within 200 road miles of the ship's homeport. All drydocking work is to be accomplished at the contractor's facility and all non-drydocking work is to be be accomplished at the vessels' homeport at CG Integrated Support Command in Seattle, WA. Respondents must have a drydock capable of drydocking the two icebreakers which are 399 ft in length, with a beam of 84 ft, effective keel length of 273 ft, and with a displacement load of 13,000 long tons. The contract will consist of a base Line Item and 9 option items for repair/alteration planning for annual industrial availabilities. The contract will also include 10 Option Items for execution of annual industrial availabilities, as well as 2 Option Items for emergent repairs and provisioned item purchases. Following is a representative sample of the work that will be planned and potentially executed by the contractor: Production Control, Gantt Bar Chart Provide, Appendages (Underwater) Preserve, Internal, Appendages (Underwater)/Voids (Non-Accessible) Leak Test, Hull Plating, Underwater Body Inspect, Tanks (Mp Fuel Stowage And Overflow) Clean And Inspect, Fume Tight Door Renewal, Renew Expansion Joint Gaskets And Exhaust Duct Lagging On Main Gas Turbines, Repair Turbine Exhaust Supports And Inspect Turbine Exhaust Stack, Starboard Shaft Disconnect Coupling Renewal, Centerline Propulsion Shafting And Propeller Removal And Reinstallation, Port Propulsion Shafting And Propeller Removal And Reinstallation, Propulsion Shaft Coating Inspect & Test, Propulsion Shaft Seal Renewal, Repairs To Syntron Face, Starboard CPP System Repairs, Starboard Propulsion Shafting And Propeller Removal And Reinstallation, Controllable Pitch Propeller Piping Renewal, Starboard Shaft, Propulsion Shaft Stern Tube Bearings Check Clearances, Starboard CPP Hydraulic System Inspection And Hot Oil Flush, Starboard Oil Distribution (OD) Box Removal And Inspection, Main Motor And Reduction Gear Lube Oil Coolers Clean, Inspect, Main Motor Lube Oil Cooling Salt Water Piping Renewal, Main Motor Lube Oil Cooling Sea Water Pump And Motor Overhaul, Miscellaneous Saltwater Piping Renewal, Stack Cleaning, Electric Motor Overhaul, Electric Meter Calibration, Ship Service & Main Propulsion Generator Cleaning, Ventilation Ducting, Clean & Inspect, Air Conditioning Saltwater Piping Repairs And Renewals, Re-Tube Number 2 Boiler, Sea Valve (<= 2.5 Inches) Renewal, Sea Valve (> 2.5 Inches) Overhaul, Firemain Valve (>=2.5 Inches) Overhaul, Air Conditioning Salt Water Cooling Pump Inspection And Overhaul, AFFF Motorized Valve Overhaul, Central Hydraulic System Piping Repairs And Modifications, Steering System Repairs, Rudder Remove, Inspect & Reinstall, Rudder Stock Bearings Check Clearances, Anchor Chain And Ground Tackle Inspect And Repair, System Strainer Installation, Incinerator Sludge Tank Piping Modifications, Miscellaneous Sewage Piping Renewal, Sewage Holding Tank Clean And Inspect, Chain Lockers Preserve, Hull Plating, Underwater Body Preserve, Zinc Anode Renewal, Temporary Services, Drydock Provide, Drydocking Accomplish, 1A & 1B Alco Main Diesel Engine Mounts Renewal, Number 1B Alco Main Diesel Engine Top End Overhaul, #1A Main Diesel Engine Block Replacement And Center Section Overhaul, #1 SSDG Diesel Engine Center Section Overhaul, #3A Main Diesel Engine Center Section Overhaul, Flight Deck And Hangar Deck Coating Renewal, Flight Deck Fitting Pull Testing, Temporary Services, Dockside Provide (Homeport). The solicitation will be issued on or about 8 September 2003 with a proposal closing date of 23 October 2003. Period of performance will commence 6 January 2004 for the base Item and conclude 5 May 2004. If all options are awarded, the period of performance will conclude 2 September 2008. Foreseeable costs will be an evaluation factor for award. For Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital assistance for transportation-related contracts, loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rates to provide accounts receivable financing.
