Description
The Bureau of Prisons, Federal Correctional Institution (FCI), Morgantown, West Virginia, intends to award a contract to an offeror that can provide Clinical Laboratory Coordinator services in accordance with the Statement of Work. This is a requirements type contract. It is anticipated that award shall be for a base year, plus four option years. The term of the contract shall be date of award through twelve (12) months, thirteen (13) months through 24 months, 25 months through 36 months, 37 months through 48 months, and 49 months through 60 months. Initial evaluation shall include all option years. Award may be made without discussions. The schedule for the Clinical Laboratory Coordinator shall normally consist of 832 sessions per year. The contractor shall not work more than 30 hours a week. A session is defined as one hour and will generally be scheduled in blocks of four hours, Monday through Thursday. A list of duties include, but are limited to: The ontractor will perform Quality Control on specified samples and monitoring devices and record as indicated. The contractor shall review same Quality Cntrol and report if not in compliance. The contractor shall provide training to medical staff in laboratory procedures, as necessary, and shall document such training appropriately. The contractor must be knowledgeable of, and comply with, JCAHO standards. The contractor shall operate the laboratory in accordance with Bureau of Prisons policy. The contractor shall be responsible for ensuring the laboratory procedures manual is revised annually. The contractor shall prepare monthly and quarterly reports on Continued Quality Improvement and submit reports to the Quality Assurance Coordinator. The contractor shall provide services, professional in nature, in the method as considered normal in the local community and in accordance with JCAHO standards and Bureau of Prisons policies. These services, although not directly supervised, shall be reviewed by a Mid-level Practitioner or the Clinical Director of the Health Services Department. The performance of services shall be verified by the Contracting Officer's Technical Representitive (COTR). The contractor shall submit written reports, evaluations, and/or plans for improvement in the area of the laboratory. These reports may be hand written or typed, verified by the contractor's signature. The contractor shall be responsible for personal health care needs and costs associated with exposure, or possible exposure, to any blood borne pathogen or other risks encountered during the performance of this contract. The contractor agrees to adhere to all regulations prescribed by the FCI for safety, custody and conduct of inmates. The contractor shall attend an orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in institution orientation, or other specific security related training, will be at the contract rate, prorated hourly. The contractor must be covered by liablility insurance according to the limits in the solicitation. The cost of the insurance shall be the repsonsibility of the contractor. The contractor shall not be responsible for the management of inmates. The contractor shall draw blood samples, fill out appropriate laboratory request forms and prepare samples for shipment to the appropriate laboratory. QUALIFICATIONS: The person performing the actual contract requirements shall be a licensed Medical Laboratory Technician, proficient in obtaining blood samples and other laboratory specimens. Award shall be based on the lowest priced, most technically acceptable offer submitted to the Government. The Request for Quotation will be available on or after August 19, 2003, and will be distributed solely through the General Services Administration's Federal Business Opportunities web site, http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available except in extreme circumstatnces and only if issuance in this manner is determined to be in the Government's best interest.
