- The Pre-solicitation notice for Solicitation No. 03SP101521 is currently available. The North American Industry Classification System (NAICS) Code is 237990 and the size standard is $28,500,000. This requirement is set-aside for HUBZone businesses. The estimated price range of the work is $1,000,000 to $5,000,000. The work includes clearing, grubbing, and stripping; diversion and control of streams and reservoirs; providing irrigation water during construction; removal of remaining earth embankments and outlet works pipe at Tarheel Dam; removal of embankment, spillway, outlet works, and abandoned waterline on right abutment of Fourth Creek Dam; dewatering and excavation of foundations for embankment and spillways; construction of geogrid reinforced work platform; construction of zoned earthfill embankment and toe drains; installation of composite sheet pile cutoff walls; construction of concrete encased HDPE outlet works, intake structure and valves; and construction of combined reinforced concrete fish ladder/spillway structures including stilling basins; miscellaneous metalwork; and instrumentation. The work is located approximately 2 miles northeast of Charleston Oregon in Coos County on the Coquille Indian Reservation. The solicitation for this project will be a negotiated, best-value solicitation. The solicitation will require you to submit a technical proposal (and separate price proposal) that addresses the evaluation factors stated in the solicitation. The solicitation will be available on CD-ROM in Adobe Acrobat format and will be available on or about September 10, 2003 and offers are due approximately October 28, 2003 (these are estimated dates). To obtain a copy of the CD and be included on the planholder list, interested offerors must register on our website at www.usbr.gov/pn/contracts/. If you don't provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the solicitation to you. Telephone requests for the solicitation won't be accepted. There is no charge for the first copy of the CD and $15 for each additional copy requested. We reserve the right to issue the solicitation on paper if it becomes necessary. Notice: Pursuant to guidance from the Office of Management and Budget and the Department of the Interior, effective October 1, 2002, Government contracts will only be awarded to contractors registered in the Central Contractor Registration database.
