Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Dynamic Instruments, San Diego, CA 92123-1825 for the acquisition of Automated Track and Balance Sets (ATABS) P/N 1576AS100-4. The required basic quantity is for twenty-five (25). Options for an additional twenty units may be exercised for a total amount of forty-five (45) units. Options may be exercised in whole or in part. The ATABS unit is a Commercial-Off-The-Shelf (COTS) item used to measure vibration levels, balance rotors and turbines and reduce track spreads on the MH-60S Helicopter main rotor blades. ATABS also balances tail rotors and tunes cabin vibration isolators. Required delivery is for the basic quantity is 30 November 2003 and ninety (90) days for the option quantities if invoked. The proposed acquisition is for support equipment for which the Government does not own a complete drawing package or specifications. Dynamic Instruments holds technical data rights to the many of the upgraded components that make up the ATABS unit. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
