- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Climate Protection Partnerships Division (CPPD) Non-Carbon Dioxide Gas and Sequestration Branch (NGSB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Texas A&M University of College Station, TX under the authority of FAR 6.302-1. The purpose of this acquisition is to obtain an improved analysis model of forestry and agriculture greenhouse gas emissions and carbon sequestration mitigation in the U.S. The NAICS Code for this procurement is 541620. It has been determined that because of the unique capabilities of the Department of Agricultural Economics staff in agricultural and forest sector modeling coupled with their expertise to analyze emissions and carbon sequestration due to alternative level of carbon equivalent emission prices in terms of the choice of mitigation options and practices, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
