Description
NAICS Code: 541710 IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-03-00355 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The associated North Industry Classification System (NAICS) is 541710 and the size business size standard is 1,500 employees. Full and open competition procedures will be utilized. A firm, fixed price purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. This procurement is for a MioMark, Passive Integrated Transponder (PIT) Tags : Item #1: quantity of 7400/each, Destron 134.2kHz, 11.5mm glass "Super" PIT Tag. Item #2: quantity of 4/each, PIT tag implanter; MK6 w/N100 Needle(dozen). Item #3: quantity of 20/each , PIT tag needles; N100 needle, 1 inch (dozen). PIT tags must meet all of the following specific requirement: (1) PIT tag/reader systems must be demonstrated effectiveness in field fisheries settings and vendor must be familiar with fisheries applications and be available for consultation regarding such application; (2) PIT tag read range must be adequate underwater for interrogation of free-swimming juvenile coho salmon by a snorkeler (minimum read range 12-25 cm). (3) PIT tags must be readable regardless of orientation with respect to reader; (4) PIT tags must be small enough to implant in juvenile coho salmon averaging 60-70 mm in length with minimal effects on growth or survival; (5) PIT tags must be compatible (readable) with Destron-Fearing portable readers commonly used by ODFW and USFS researchers in the study region .(6) must be delivered fob destination, Corvallis, OR . Vendor must quote brand name or equal and all items or none. Award will be made to the lowest price that meet all specific. The following FAR provisions shall apply to this solicitation: 52.211-6 Brand Name or Equal, 52-212-1, Instructions to Offerors--Commercial Items. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.2225-1, Buy American Act--Balance of Payments Program-Supplies; 52.232-34, Payment by Electronic Funds Transfer. A completed Representations and Certifications must be included with the price quote.
