Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the Office of the Air Force plans to offer the privatization of the existing Electric, Natural Gas, and Water utility systems located at Westover Air Reserve Base, MA. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firm(s) will be selected to assume ownership of the above-mentioned utility systems. The successful firms(s) will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Installation: Westover Air Reserve Base (ARB) Location: Chicopee, MA Installation Description: Westover Air Reserve Base (ARB) is located 5 miles northeast of Chicopee, MA. Utility systems to be privatized: a. Electric: Chicopee Electric Light provides electric power to the site through the main switch station. From the main switch station one overhead 13.8 kV circuit feeds the West portion of the site. One other overhead 13.8 kV distribution circuit feeds the 4800 V substation. At the 4800 V substation there are two sets of metal enclosed switchgear, one rated for 15 kV and one for 5 kV, as well as two 5 MVA station transformers. The remainder of the site is feed by a mix of overhead and underground 4800V power distribution circuits. There are approximately 33 miles of primary overhead lines and 24 miles of primary underground lines. There are also approximately 13 miles of secondary overhead and underground lines. b. Natural Gas: Natural gas is delivered to the base through four metering stations from Bay State Gas. The natural gas distribution system includes over 5.5 miles of PE distribution piping. c. Water Distribution System: Potable water is supplied by the City of Chicopee through two metered mains. The water distribution system includes over 13 miles of main distribution lines and a 500,000-gallon storage tank. The water main pipe includes over 10,000 feet of HDPE slip lined 16 inch AC pipe, over 11 miles of DI and cement lined DI pipe up to 12 inches, and 108 fire hydrants. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
