Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with MJ Research Incorporated in Reno, Nevada to furnish, deliver and install a new DNA Engine Opticon 2 Continuous Fluorescence Detection System, Components and Consumables at the USDA, ARS, NAA, N.E. Plant Soil and Water Lab (NEPSWL), University of Maine, Orono, ME 04469. The USDA, ARS, NEPSWL requires a fully integrated, standard thermal cycler and a fluorescence detection system for real time PCR and will be used in DGGE and T-RFLP analysis. This instrument will be used to determine the evenness of microbial populations in various soils and manure over time. The System must include the following: 1. The thermal cycler unit must have a heated lid that applies pressure and does not require the use of oil. 2. The thermal cycler component of the real time system must contain no external water connections or vapor - compression refrigerators to achieve the range of temperatures -5 degrees C to 105 degrees C. 3. The thermal cycler must have a temperature gradient with an accuracy of +/- 0.4 degrees C of the target temperature. 4. The system should be heated and cooled by thermoelectric Peltier-Joule heat-pump modules. 5. Must be able to use 0.2 ml tube and 96-well micro plates with the heat pump assembly. Block must contain a minimum of 96-wells and can be used as a standard thermal cycler or with temperature gradient. 6. Each well should be within +/- 4 degrees C of the programmed temperature. 7. Heat pump assembly must run with compatible temperature gradient software. 8. The instrument must have multicolor capability allowing for the detection of fluorophores such as SYBR? Green, FAM, and HEX and requires a two channel System. The Fluorescence Detection Range is between 523-543 nm; and 540-700 nm. The system is capable of a Single Template copy detection. 9. A standard 2-year parts and labor warranty on the equipment. The Accessories, computer and monitor has a 1-year warranty. Technical assistance hotline for hardware, software and application chemistry 48 hour response time for on-site repair/replacement. 10. Computer includes: 128MB RAM; 7GB hard drive; 8/4/32X CD-RW; 15-inch flat panel monitor; Windows XP operating system with cables; Ethernet Network Card; and all appropriate interfaces with other system components. The networking allows exporting of data in standard spreadsheet format to desktop for further analysis. 11. Includes a separately priced line item for any licensing fees related to the use of the patented polymerase chain reaction (PCR) process available from Perkin Elmer Corporation currently known as Applied Bio Systems. The DNA Engine Opticon 2 System includes the following: 1) PN PTC-0200, DNA Engine Thermal Cycler Chassis which includes the following: A) PN FD-3220, Opticon 2 Continuous Fluorescence Detector with optical base. B) PN CF0-3220, Computer Operating System using Windows XP software and all necessary cables. C) PN OCM-3201, Opticon 15" flat panel monitor. 2) PN ALS-1296, 96-Well Alpha Unit holds one 96-well plate or 96 x 0.2 ml tubes and is capable of thermal-gradient operation. 3) PN OUK-3220, Service fee of mating the Opticon 2 detector with a new DNA Engine thermal cycler and a new 96-well Alpha Unit. 4) Consumable Start-up Kits: A) PN HSP-9655, Hard-Shell Microplates, white shell and walls (50/pk.) B) PN TCS-0803, 0.2 ml Optical, Flat Strip Caps, Ultra-Clear, 8 per strip, (120 ea). 5) DELIVERABLES The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee's Premises) the equipment and documentation to the USDA, ARS, NAA, NE Plant Soil and Water Lab, University of Maine, Orono, ME 04469 and the P.O. number, within (45) calendar days after the receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, excl. Federal holidays. 6) INSTALLATION - The date and time for installation and start-up shall be coordinated by the Contractor with the COR at least 1 week prior to delivery. The Contractor shall perform installation and start-up within 2 weeks after delivery. 7) TRAINING - The Contractor shall provide a minimum of 1-day training on-site at the NEPSWL for a maximum of 2 persons and include all pertinent training materials. The date and time shall be coordinated by the Contractor with the COR (to be named at time of award) at least 1 week prior to delivery. Training shall be completed within 2 weeks after delivery. 8) DOCUMENTATION - The Contractor shall provide the installation drawings (if required) to the COR within 15 calendar days after receipt of the purchase order. The Contractor shall provide two (2) copies each of the operations, repair, maintenance manuals, operating instructions and submitted upon delivery of the equipment. 9) WARRANTY - The Contractor shall provide a one year, parts and labor warranty on the equipment. Technical assistance hotline for hardware, software and application chemistry 48 hour response time for on-site repair/replacement. The Contractor shall provide a copy of the warranty for each item with their offer. The Contractor shall also provide information regarding the available extended service contracts with their offer. 10) EXTENDED SERVICE CONTRACT-The Contractor shall provide copies of their extended services and separately identify the cost. The Government has determined that Section 508 of the Rehabilitation Act of 1973, as amended, standards 1194.21 through 1194.23 and 1194.25 through 1194.26 applies to the above system. Companies with the demonstrated capability and financial capacity to provide and service such equipment, warranty must submit a written substantive statement outlining the Company's and systems' capabilities, available service agreements and consumables (including price lists) to the Contracting Officer within 5 days of publication of this notice. This is not a request for proposal. No solicitation is available.
