- Description
- The US DOE National Nuclear Security Administration (NNSA) Office of Transportation Safeguards (OST) intends to procure 40 MM Grenade Launchers (a sole item) from Heckler & Koch, Inc., (a sole source) to meet its critical mission requirements. NNSA has determined that the Heckler & Koch, Inc. 40 MM Grenade Launcher is the only item meeting NNSA OST mission requirements - based on its double action trigger system, 50-350MM ladder sight, breach loaded, ability to use various 40MM rounds (smoke, signal flares, etc.) and removable butt stock for stand-alone applications - and no other grenade launcher available has these capabilities. NNSA has also determined that the Heckler & Koch, Inc. 40 MM Grenade Launcher is a military/law enforcement weapons system with strict guidelines for sales from the US Department of Justice (Bureau of Alcohol, Tobacco, Firearms and Explosives) - and with strict company guidelines restricting sales of this weapon only to the federal government; since Heckler & Koch, Inc. does not permit any of their distributors to sell the weapon system, the NNSA must procure the item on a sole source basis. Therefore, NNSA intends to conduct this sole-item/sole-source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other items or sources will be considered. A public solicitation will not be available. This notice satisfies the requirements of FAR Part 5. The estimated value of the procurement is $283,000.
