Description
The Jefferson Labs, NCTR, intends to purchase Scientific Laboratory Equipment from Fluid Management Systems, Inc. (FMS), 56 Felton Street, Waltham, MA 02453. The equipment will be two power prep / P6 sample clean up systems with disposable carbon/celite (.34g) columns; classical disposable silicia ABN columns; disposable basic alumina (11g) columns; small frits/ on-site installation and training. FMS is the only source known to the government that can provide a system to meet the below stated characteristics. However, if any interested party believes it can meet the stated requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCTR to determine if the party can fully meet the requirements herein. Requirements: capability to quickly clean-up a large number of extracts for the analyses of polychlorinated dibenzo-p-dioxins and furans (PCDD/PCDFs) and the polichlorinated biphenyls (PCBs) from a variety of matrices. The system must be automated allowing for total automation of th clean-up through various columns with results in an extract ready to analyze. The set-up msut be flexible, depending on various matrices, which includes handling up to 6 grams of lipid. The system must clean up six (6) samples simultaneously and collect separate fractions so dioxins, furans and PCBs can analyzed. All components must be of Teflon or similar solvent resistant material. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The North American Industry Classification (NAICS) Code is 423490 and the Size Standard is 500 employees. The RFQ/Solicitation number is 222-03-2013(P). Quotations are due fourteen (14) calendar days from the publication date of this synopsis or September 3, 2003, by 2:00 p.m. local time, Jefferson, AR. Quotations may be submitted in writing to DHHS/FDA/Jefferson Laboratories, National Center for Toxicological Research, 3900 NCTR Road, Jefferson, AR 72079; ATTN: Priscella T. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE FOLLOWING PROVISIONS/CLAUSES APPLY TO THIS ACQUISITION: FAR 52.212-1 Instructions to Offerors - Commercials Items (OCT 2000); FAR 52.212-4, Contract Terms & Conditions - Commercial Items (FEB 2002); FAR 52.247-35 F.O.B. Destination; and FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JUNE 2003). The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24).
