Description

A source selection is underway. Do not contact personnel at Luke AFB. Refer ALL questions to the contracting officer listed herein. Non-personal services for F16 flight line maintenance in support of the FMS pilot production mission of the 21 FS at Luke AFB AZ. The FMS country owns 14 each 1993 model F-16s, support equipment, and tools. The Air Force provides facilities and utilities. The service provider shall maintain, service, ground handle, launch, recover, inspect (Preflight, Thru flight, Basic Post Flight, Phase OTIs, Time Compliance Technical Order, etc.), aircraft wash, and repair all unit assigned F-16 aircraft, engines, and associated mission support equipment in order to meet flying training, aircrew/instructor qualification/currency requirements. Personnel and facility will have a secret clearance. The service contract act applies. NOTE: The solicitation will be cancelled if contract/ISSA offers received are higher than the cost of current in-house operations. Milestones are as follows: 29 Aug 03 Past Performance Packages due at Randolph AFB TX, 26 Sep 03 Proposals due at Randolph AFB, 19 Nov 03 Cost Comparison, 21 Nov 03 Contract Award, 1 - 31 Dec 03 Mobilization (Contractor hires, sets up, trains), 1 Jan 04 - 31 Jan 04 Changeover (Military looks over contractor's shoulder during contractor performance), 1 Jan 04 - 31 Mar 04 Basic Period of Performance, 1 Apr 04 - 31 Mar 05 1st option 1 Apr 05 - 31 Mar 06 2nd option 1 Apr 06 - 31 Mar 07 3rd Option, 1 Apr 07 - 31 Mar 08 4th Option, 1 Apr 08 - 31 Dec 08 3rd Option (9 months).
