- Procurement of E-6 and Systems Integration Laboratory (SIL) ABNCP/CMP Engineering and Logistics studies, services, analyses, and investigations; ABNCP/CMP modifications to the E-6 Mission Avionics System and the E-6 Systems Integration Laboratory (SIL); Technical Manual, Maintenance Plan, and Drawing Updates of ABNCP/CMP portions of E-6 and SIL under Basic Ordering Agreement (BOA) N00019-03-G-XXXX. The Naval Air Systems Command (NAVAIR) intends to issue a Basic Ordering Agreement (BOA) to L-3 Communications-Integrated Systems, 7500 Maehr Road, PO Box 154580, Waco TX 76715 on a sole source basis for the period from 1 October 2003 to 31 September 2006. This award is based on 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. Unless otherwise stated herein, no additional written information is available, and no formal requests for proposal (RFP) or other solicitation regarding this announcement is currently available. Requests for the same will be disregarded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. GENERAL INFORMATION: As the installation designer of the ABNCP equipment removed from the Air Force EC-135 aircraft, L3 maintains detailed structural loads for ABNCP and detailed structural radome aerodynamics information. L3 owns the historical design data, drawings, design principles/concepts, and structural strength relationships that are necessary to accomplish modifications to the ABNCP system. Certain data is proprietary and not currently available to the government. The CMP includes hardware and software modifications to the ABNCP system. As the original designer and developer of the CMP system, L3 is the only firm with the knowledge, experience, and technical data required to accomplish the support functions described below. The following types of supplies and/or services are intended to be procured: ABNCP/CMP Engineering and Logistics Studies; Investigation and Analyses of the ABNCP and CMP systems; ABNCP and CMP Engineering Services and Engineer Change Proposals (ECPs) as required; Depot Maintenance Support of ABNCP and CMP; Technical Manual, Maintenance Plan, and Drawing Updates of the ABNCP and CMP systems; ABNCP and CMP Engineering Services and support for the E-6 Systems Integration Lab (SIL).
