Description
The following acquisition is being offered for nationwide competition, limited to small business firms. NAICS Code 541330 applies with a size standard of $15.5 Million. This requirement is planned for the Seattle, WA area and includes Washington State and Federal waters, the Straits of Juan De Fuca, Puget Sound area, and all boundary waters. The requirement includes developing and delivering a computer-based (Microsoft Access or compatible program) Tug Deployment Decision Matrix (TDDM) through a review and detailed analysis of weather, currents, sea states, winds, visibility, vessel draft, vessel condition, vessel cargo and fuel content/capacity, drift analysis data, and expected response times of available assist tugs. This decision matrix will be used to complement the Captain of The Port Puget Sound?s pollution prevention, navigation safety and waterways management missions. The Tug Deployment Decision Matrix will be a firm-fixed-price contract conducted under FAR Part 13.5 procedures. Price, technical approach, experience, past performance, and financial information will be required. The period of performance is anticipated to be 01 October 2003 through 30 September 2004. The solicitation should be issued on or about August 26, 2003 without further notice. The solicitation will only be issued via the FedBizOps Electronic Posting System at www.eps.gov under Vendors, DHS, United States Coast Guard, Commander (fcp), Maintenance and Logistics Command Pacific, Alameda California. Hard copies of the solicitation will not be issued. Telephone requests for solicitation packages will not be taken. All interested, capable firms are encouraged to download a copy of the forthcoming solicitation and supporting documents immediately upon posting to ensure that any required timeframes are met. Firms are encouraged to register for notification of any amendments to the solicitation.
