Description
Modification 01 is issued to change the response date to September 3, 2003. This a combined synopsis/solicitation for commercial items or services prepared in accordance the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No F61664. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 7622 and the NAICS Code is 811213. The Food and Drug Administration intends to issue a purchase order on a sole source basis to Robert Slye Electronics to acquire the following: Auditorium Infrastructure upgrade to include installation and materials. Upgrade Video Production Equipment to include Audio Console, Analog input module, VCR, Rack Kits, DVD Recorder Player, Pioneer Rack Mount, 8 inch Monitor, and Custom Camera Input Plates. The following FAR Clauses shall apply to this solicitation: FAR Part 13.5 Test Program for Certain Commercial Items FAR Part 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offerors Representations and Certifications, 52.212-4 Contract Terms and Conditions Commercial Items, and 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All responsible sources that can provide and meet the above requirement shall submit written quotations by mail or fax 301/827-7039. Evaluation/Award will be based on the technically acceptable quote that offers the best value to the government. The solicitation is issued on a sole source basis because the software is patented and proprietary to the contractor. Specific equipment is required to be compatible with their software. The FDA has a Software License agreement with Robert Slye, Inc and that license agreement would be forfeited and the entire infrastructure would have to be gutted if a new system was implimented.
