- Description
- It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with the Harvard Medical International for conference support for the HELINA 2003 ? Communication and Information Technology in the Fight Against HIV/AIDS in Africa conference in Johannesburg, South Africa to support the President?s Emergency Plan for AIDS Relief. The International Medical Informatics Association is convening the HELINA 2003 (HEaLth INformatics in Africa) in South Africa 12-15 October 2003, focused on communication and information technologies in the global fight against HIV/AIDS. The International Medical Informatics Association, the South African Health Informatics Association, the World Health Association (tentative), Harvard Medical International, the National Library of Medicine in the United States, and the Medical Research Council of South Africa, and the Center for Disease Control and Prevention in the United States will jointly organize the conference. The conference will bring together expert clinicians and researchers in HIV/AIDS in Africa together with regional and international experts in medical informatics to address diverse issues in clinical care, public health infrastructure and clinical trials. The goal is to introduce all participants to the broad range of issues of mutual concern (e.g., drug resistance, vaccine tests, medical decision support). The conference is sponsored by Harvard Medical International in conjunction with other collaborating organizations. The contractor will provide conference support dealing with the complex logistical and scientific needs of diverse conference attendees who will be traveling from all corners of the world to South Africa expressly for the purpose of attending the conference. Harvard Medical International is uniquely qualified to provide this service, bringing together an exceptionally strong and uniquely qualified group of collaborators to organize and sponsor the HELINA 2003 conference. Individually, they are the International Medical Informatics Association, the South African Medical Informatics Association, the World Health Organization, and the Medical Research Council of South Africa, in addition to the National Library of Medicine. Together, they bring a wealth of experience in medical informatics research and applications and a solid understanding of the HIV/AIDS pandemic in developing countries from which new research approaches, and new strategies for HIV/AIDS prevention and treatment may emerge. This service will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
