- Description
- The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Manhattan Research, LLC for the continuation of professional services for the Web Evaluation Project. The renewal contract shall provide NLM with a one-year subscription to Cybercitizen Health. This includes: 1) Cybercitizen Health 2003 Data Set; 2) Comprehensive Slide Deck; 3) Summary Data Tables; 4) Direct Access to the Database; 5) CD-ROM of Deliverables 1-3; 6) Two Custom Summary Data Tables; 7) Six Bi-Monthly Segmentations; 8) Analyst Inquiry Service; 9) Management Report; 10) Strategic Briefing; and 11) Proprietary Client Web Site. NLM has reviewed other vendor offerings, conducted searches of the web and consumer health sites, and made inquiries of persons and organizations familiar with this market. NLM has determined that the Cybercitizen Health service is a unique health information data service. Manhattan Research, LLC is familiar with the requirements and does not require further training. The Cybercitizen Health service offers a nationwide in-depth randomized health consumer survey through extended telephone interviews focusing on online health information users. Further, NLM desires to compare the results of Cybercitizen Health 2003 with the prior results of Cybercitizen Health 2002, 2001, and 2000. This necessitates that the survey methodologies and analytical frameworks be consistent and comparable. This service will be procured under FAR Part 12: Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 6 (six) calendar days from the publication date of this notice. NLM synopsis No. 03-209 shall be noted on all correspondence to this announcement. Inquiries regarding this procurement may be made to Michael G. Kapsilis, Contract Specialist (301) 496 6546, kapsilm@mail.nlm.nih.gov, or Karen Riggs, Contracting Officer, (301) 496 6545. The vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. Full text of clauses and provisions are available at Federal Acquisition Regulations (FAR): htm://www.amet.gov/far/.
