- North American Industry Classification System (NAICS) 541618, Title: = Other Management Consulting Services, size standard $6.0.=20 General Information: The Federal Aviation Administration (FAA) through Mike Monroney Aeronautica= l Center (MMAC), Oklahoma City, OK is conducting a market survey to determi= ne the existence of potential business sources capable of providing consult= ing services, applications and training relating to an Information Manageme= nt Application Model. The model incorporates the use of the Arizona State = University (ASU) Performance Information Procurement System/Information Man= agement Theory (PIPS/IMT). Contract Award will be on a single source basis = to: Performance Based Studies Research Group (PBSRG), Arizona State Univers= ity=E2=80=99s Dell E. Webb School of Construction, Tempe, AZ 85287-0204.=20 The Information Management Application Model incorporates the use of the Pe= rformance-Based Information Procurement System/Information Management Theor= y (PIPS/IMT). Its use is anticipated to achieve a best value, high perform= ance, competitively priced finished product =E2=80=93 with low cost, schedu= le and performance risk to the ATB customer on facility construction projec= ts. An essential element for this application model and associated consult= ing service is to identify and conduct pilot test(s) using the tool on a re= commended project. The results of the pilot test(s) will be compared to th= e standard facility construction acquisition and management processes. =20 Description of Major Requirements:=20 - Acquire and incorporate the Arizona State University (ASU) Performance In= formation Procurement System/Information Management Theory (PIPS/IMT) train= ing and application. - Train ATB/RESULTS personnel on the PIPS/IMT methodologies and application= s. - Use the tool to achieve best value, high performance and a competitively = priced finished product with low risk to the customer. - Achieve the Core Objectives to apply the processes and theory on a pilot = project by focusing on those application model activities that ensure:=20 1) The proper selection of high performing construction contractors using p= erformance information (i.e., PIPS/IMT);=20 2) A true outsourcing environment, thus minimizing owner management, contro= l, and inspection functions; and=20 3) The establishment of a measurable framework through performance metrics = to accurately differentiate the cost and performance benefits from the PIPS= /IMT/RESULTS approach versus traditional business practices. Anticipated Deliverables Include the Following PIPS/MIT Services:=20 - Design and modify information based PIPS to ATB environment. = =20 - Implement performance-based management of projects including contractor i= nterface model. - Run three (3) test projects using the PIPS/IMT process and analyze a four= th project to implement information-based theory. - Capture database of performance information that ATB can use/apply. - Capture results of the three-(3) test projects including impact of perfor= mance-based system on project management requirements. - Educate/train the ATB/AML core group on PIPS/IMT methodology. - Identify potential problems and solutions on current or past practices.= =20 - Provide recommendations on proliferation of PIPS/IMT within the ATB envir= onment.=20 Interested vendors may respond summit questions and comments to Phyllis Tow= nsley, Contracting Officer at Phyllis.J.Townsley@faa.gov.
