- STATEMENT OF WORK YOUTH OLYMPIC SPIRIT FITNESS PROGRAM 1. SPECIFICATION OF SERVICES A. Develop a Youth Olympic Spirit Fitness Program for youth ages 5 to 18, specifically for overseas locations and conduct 3 Olympic Fitness Specialty Camps at various United States Air Forces bases in Europe for up to 60 children and youth per week at locations listed below. Ages range from 5 to 18. B. Locations for the one week sessions are RAF Alconbury UK, RAF Lakenheath UK, Ramstein AB GE, Spangdahlem AB GE, Aviano AB IT, and Incirlik AB TU. If world conditions prevent safe travel into Turkey, the program will be repeated at Ramstein. C. The Youth Olympic Spirit Fitness Program focuses on developing youth and community interest in physical fitness, nutrition and lifelong health through week long activities, projects, and workshops by camp staff and former Olympic Athletes who will visit each base throughout the summer. D. This program concentrates on the development of lifelong appreciation and understanding of the importance of fitness, nutrition and health through participation in fitness routines, track and field activities and competitions and nutrition projects. Children and Youth will develop these personal skills as well as increased self- esteem, goal achievement, and communication skills. Funds used will support children and youth of deployed active duty, guard and reserve at all USAFE bases listed above. E. Camp lesson plans are to be conducted over a two-day period (7 hours each day). One former or current Olympic Athlete must be part of the staff and will provide demonstrations and present workshops to children, youth and community participants during each week. F. The government will provide track and field and fitness facilities, a performance area and access to an audio system at each site. G. Contractor will provide all supplies and equipment. H. The government will be responsible for complete registration of participants. I. HQ USAFE/SVPCY will provide the contractor with invitational travel orders for each instructor and Olympic Athlete HQ USAFE/CONS will provide each individual instructor a Letter Of Identification for access to military installation and activities. Contractor is required to provide personal data as requested a minimum of 60 calendar days before travel starts. 2. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: A. Has operated track and field programs in multiple locations for a minimum of 3 years. B. Has experience with conducting track and field/fitness programs for youth in more than one site and preferably Europe. In addition, must have received recognition from at least one national youth organization or entity. C. Has been a recipient of an Olympic Medal in Track and Field. D. Has ensured all instructors complete background checks prior to conducting Youth Olympic Spirit Fitness Program. 3. PROCESS AND PROCEDURES FOR PERFORMING DUTIES: A. Youth Olympic Spirit Fitness Program Deliverable - Curriculum plan, developmental objectives and program activities to begin development during FY03 on or before 31 Oct 03 to HQ USAFE/SVPCY staff at HQ USAFE/SVPCY, Unit 3050, Box 160 APO AE 09136, Attn: Dr. Kimberly B. Moore or Jan Seachris (email: first.last name@sembach.af.mil). On site base programs will be delivered June-August 04 with three camps at select bases in USAFE. List and itinerary to be approved by POC stated above. B. Logistical requirements to be coordinated with host site project officers once contractor and HQ USAFE/SVPCY have determined the summer 04 schedule based on the curriculum provided by the contractor on 31 Oct 03. This includes 3 specific weekly schedule with times and location. Options for the 3 camps will be chosen from these bases: RAF Croughton UK, RAF Alconbury UK, RAF Mildenhall/RAF Lakenheath UK, Rhein Main AB GE, Ramstein AB GE, Spangdahlem AB GE, Aviano AB IT, and Incirlik AB TU. C. Curriculum plan and program activities will be delivered on or before 31 Oct 03 to HQ USAFE/SVPCY staff at HQ USAFE/SVPCY, Unit 3050, Box 160 APO, AE 09136, Attn: Dr. Kimberly Moore or Jan Seachris. D. Travel itineraries for programs offered June ? August 04 will be coordinated through HQ USAFE/SVPCY. All costs associated with travel, including necessary excess baggage requirements will be the responsibility of the contractor.
