- NA Operation and Maintenance of the Water and Sewage Treatment Plants at the Blue Grass Army Depot, Richmond, KY, with appropriately certified operators. Plants are to be staffed every day of the year, including holidays. Staff is to be available to provide 24-hour a day emergency response. Perform necessary laboratory analyses as identified in existing permits or as required by regulations and within regulatory agency guidelines. Transport and dispose of wastewater sludge within the Kentucky regulatory guidelines. Maintain daily operation logs, w hich will include: water usage and sewerage flow; operating conditions; process controls and laboratory analyses; weather conditions; type and amount of chemicals used; maintenance completed; site visitors; and any other data necessary to comply with Kentu cky and federal regulatory agency requirements. Operation of the water treatment facility will be within compliance of the pertinent Kentucky drinking water standards, and the operation of the sewage treatment facilities within compliance of the pertinent discharge permits. Periodic reports will be prepared and submitted to the Contracting Officer for approval and then sent to the appropriate regulatory agency as required. Noncompliance violations will be reported to the appropriate person within five day s of the occurrence with an outline of the cause, follow-up corrective action taken, and preventive measures taken or required to avoid a recurrence. Maintain the equipment at the water and sewage treatment facilities, including water production and treatm ent systems, chemical feed systems and distribution valves, pumping equipment, lift or pump stations, treatment facilities, and sludge treatment and disposal facilities. Check to make sure calibration and checkout schedules are established and accomplishe d. Check to ensure that maintenance and property records are complete and accurate. Prevent abuse, alteration or other improper use of the Depots facilities and equipment. Maintain the grounds and facilities, which includes litter control within the fen ced areas and general housekeeping in the buildings. Develop and implement a spare parts, maintenance supplies and chemical tracking system. One contractor will be selected to provide all labor, materials and equipment necessary to operate and maintain th e water and sewage treatment plants at the Blue Grass Army Depot in Richmond, Kentucky. The contract shall be awarded as a Firm Fixed-Price contract for a period of one (1) base year and four (4) one-year options. Anticipated posting of the actual solici tation will be on or around 10 September 2003, with an approximate proposal due date of 10 October 2003. Actual due date of proposals will be posted with the solicitation announcement. A Source Selection Evaluation Board (SSEB) comprised of representative s of the US Army Corps of Engineers Louisville District and the Blue Grass Army Depot will evaluate the proposals. The Board will consist of two parts ?????? a Technical Evaluation Board (TEB) and a Price Evaluation Board (PEB). The number and identities of offerors are not revealed to anyone who is not involved with the evaluation and award process or to other offerors. Proposals will be evaluated based on the factors described as follows, and the basis of award is the Tradeoff Analysis Process. The eva luation process will consist of four parts: proposal compliance review and responsibility determination, technical/quality evaluation, price evaluation, and price/technical trade-off analysis. Proposals will be evaluated in accordance with the following c riteria, listed in relative order of importance: a) Technical Staff Operations/Maintenance; b) Operational/Maintenance Quality Control Plan; c) Management Experience; d) Past Performance; e) Sub-Contracting Plan; and f) Price. All evaluation factors, othe r than price, when combined, are approximately equal to price. This project will be available on CD and web only.
