- Description
- The Naval Air Systems Command, Lakehurst, NJ intends to enter into negotiations on a sole-source basis with McDonnell Douglas Corporation, a Wholly Owned Subsidiary of The Boeing Company, for production Block III Wiring Kits and Instrumentation Kits for the Consolidated Automatic Support System (CASS) developed under the Commercial Operation Support Savings Initiative (COSSI) in support of the Canadian Foreign Military Sales Program. McDonnell Douglas Corporation is the sole designer, developer and integrator of the COSSI kit, is the only known firm with the unique knowledge, experience, technical data, and software to provide the COSSI Wiring and Instrumentation Kit to the CASS system. The Government does not own a complete technical data package for the COSSI Kit. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
