Description
The Naval Aviation Systems Command, Naval Air Warfare Center Weapons Division, (NAVAIR WD) China Lake, CA intends to procure on an other than full and open competition bases, the following effort to continue implementation of HPO concepts and practices pertaining to the theory and practice of large-scale organizational change. CLIN 0001: Three-day on-site seminars, Building High Performance Organizations for the 21st Century. The contractor shall provide a qualified instructor and a master copy of the seminar material. In addition to the three-day seminar, a half-day of on-site coaching shall be provided either the day before or the day after the seminar. CLIN 0002: Two-day on-site executive coaching visits. This event consists of activities such as coaching and interpretation of Profiles Plus 360 degree feedback for managers; Executive coaching for managers and team leads; Consultation for follow-on efforts based on use and progress of the HPO Change Model. CLIN 0003: Three-day on-site facilitation and coaching visits. This event consists of activities such as Coaching and interpretation of Profiles Plus 360 degree feedback for managers; Executive coaching for managers and team leads; Consultation for follow-on efforts based on use and progress of the HPO Change Model; Delivery of Facilitative Leadership and Basic Facilitation workshops; Focused interview and analysis of organizational health. CLIN 0004: One-week on-site facilitation and coaching visits. This event consists of activities such as Teamway workshop facilitation; Coaching and interpretation of Profiles Plus 360 degree feedback for managers; Facilitation of senior management and leadership team off-sites using Guidelines for Operating in the Parallel Organization; Delivery of Facilitative Leadership and Basic Facilitation workshops; Focused interview and analysis of organizational health; Development and conduct of surveys internal to the organizations; Consultation on organization change management; Development of new or revised Teamway workshop materials and facilitation guides. CLIN 0005: Two-week on-site facilitation and coaching visits. This event consists of activities such as Teamway workshop facilitation; Coaching and interpretation of Profiles Plus 360 degree feedback for managers; Facilitation of senior management and leadership team off-sites using Guidelines for Operating in the Parallel Organization; Delivery of Facilitative Leadership and Basic Facilitation workshops; Focused interview and analysis of organizational health; Development and conduct of surveys internal to the organizations; Consultation on organization change management; Development of new or revised Teamway workshop materials and facilitation guides. The minimum quantity to be ordered is 10 events utilizing any combination of the above CLINs the government finds most advantageous. The maximum quantity to be ordered is 100 events utilizing any combination of the above CLINs. The ordering period for this effort is 3 years. The proposed contract type is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ). The NAICS code is 611430. This requirement is sole sourced to the Commonwealth Center for High Performance Organization (CCHPO). NAVAIR has already made significant investments over the last 3 years into High Performance Organization (HPO) Performance Enhancement Change Model, which has been selected as the basis of organizational change. To initiate new methodologies from alternative sources would result in duplicative costs and delays in progress. It is in the government?s best interest to continue utilizing the same approach to maintain consistency and to gain efficiencies that have been forecasted for software Business Process Reengineering (BPR). This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 10 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a quotation, which shall be considered by the agency. Award will by made using FAR 13.5 procedures on an all-or-none basis on or about 29 Sep 03.
