- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00600-03-R-1664. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-09 and DFARS Change Notice 20020730. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS code is 334310. The Small Business Standard is 750 employees. This is a 100% Small Business Set-Aside. The FISC Norfolk Detachment Washington requests responses from qualified sources capable of providing a Public Address System on the Display Ship Barry (DD 933) located at Pier 2 on the Washington Navy Yard, DC. This system shall include an intercom for paging into three zones and have an all call capability. The system shall be capable of playing music. The following Government Furnished Property shall be rack mounted by the contractor: radio/cd /tape/amplifier and equalizer. Contractor shall deliver and install 11 paging horns (4 in engine room / 7 above deck outside). Contractor shall deliver and install 26 indoor/outdoor speakers mounted with sheet metal screws on different decks inside the ship. Contractor shall deliver and install four larger high fidelity indoor/outdoor speakers on the party deck. Contractor shall deliver and install an intercom rack on the same level as the party deck. Contractor shall deliver and install all of the speaker and administrative phone cabling. Period of performance is from 02 September 2003 through 30 September 2003. A site visit of the Display Ship Barry (DD 933) is scheduled for 9 a.m., 26 August 2003. This site visit is available to all prospective offerors. The Washington Navy Yard is a secure military facility. All visitors are required to obtain visitor?s/contractor?s badges at the Pass Office located on the East side of the Navy Yard. Temporary parking passes are also required. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Offerors are reminded to include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a proposal, which shall be considered by the agency. See Note 1. 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on technically acceptable low bids. Addenda to FAR 52.212-1is DFARS 252.204-7004 entitled "Required Central Contractor Registration (CCR). Offerors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All proposals shall include price(s), FOB Destination, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Proposals over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements.
