Description
NASA/LaRC has a requirement to repair a Fourier Transform Spectrometer (FTS). The FTS is a component of a larger system referred to as the National Polar-Orbiting Operational Environmental Satellite System Airborne Sounder Testbed-Interferometer (NAST-I)instrument that is based on an ABB Bomem design and uses ABB Bomem components. The repair work involves replacing Long Wave photoconductive Mercad Teluride (MCT)Infra-Red (IR) detector and integrated cooler. The detector and cooler are components of the FTS. NASA/LaRC intends to purchase the items from ABB Bomem, Inc. The authority for using other than full and open competition is FAR 6.302-1. Only repairs made by ABB Bomem to the FTS will ensure compatibility with existing components, which is critical to succesful operation of the NAST-I instrument and ultimately the NAST-I mission. ABB Bomem has previously made some modifications to the equipment and thus no other source is capable of satisfying the requirement without introducing significant risk associated with compatibility requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 2, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
