Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. THIS ANOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ BCMS2000-3-00032 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 15. This procurement action is full and open. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring Md., intends to award on a competitive basis the following requirement: The National Weather Service has installed Automated Surface Observing Systems (ASOSs) at 16 locations in the State of Alaska. Each ASOS is a collection of electronic sensors connected to a computer that creates surface weather observations every minute. There is a requirement to install foundations at 13 of these locations as part of the installation of an upgraded precipitation gauge, the All Weather Precipitation Accumulation Gauge (AWPAG). At nine locations the AWPAG foundation installation effort consists of placing of four eight-inch concrete pillars around a pedestal of the ASOS. The concrete used for each pillar is required to be 3000 psi or better. Each pillar is to be installed to a depth of six inches below the frost line, with an additional six inches of gravel installed at the base of the pillar. The frost depths at these nine sites vary from 42 inches to 96 inches, with an average frost depth of approximately 65 inches. Galvanized steel components will be embedded in the pillars. Stainless steel components will be installed on top of the pillars. The pillars must be installed to an accuracy of 1 ½ inches. The steel components must be installed to an accuracy of 0.06 inch. At one location the foundation will consist of four three-inch diameter galvanized steel pipes with a cap at the top of each pipe. Each pipe is to be installed in the permafrost in an eight-inch diameter hole to a depth of 144 inches. The holes are to be backfilled with sand slurry. The sand slurry will freeze, holding the pipes in place. The pipes and stainless steel components which are to be placed on top of each pipe must be installed to an accuracy of 0.06 inch. The foundation will consist of metal components installed in holes drilled into existing concrete slabs at three locations. Galvanized steel components will be installed in the holes. Stainless steel components will be installed above the holes. All components are to be installed to an accuracy of 0.06 inches. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies: (a) The Government will award a purchase order resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirements; (ii) past performance (iii) price. Only faxed pages received on the NOAA fax machine by the stated closing date and time will be accepted.
