- This is a Request for Quotation (RFQ) from the U. S. Department of Commerce, National Oceanic and Atmospheric Agency (NOAA) , National Ocean Service (NOS), located in Charleston, SC has a requirement for a Gel Imaging System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-12. Prices quoted shall in include cost of delivery, if required, in accordance with FAR 52.247-34, F.O.B. Destination (Nov 1991). Date of Delivery is stated in the specification listed below. The provisions of FAR 52.212-1, Instruction to Offerors -commercial items (Oct 2000),; FAR 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); and FAR 52.212-5, Contract Terms Conditions required to Implement Statues or Executive Orders- Commercial Items (May (2002) and FAR 212-3, Offer of Representations and Certifications- Commercial Items (July 2002) with your quotation. FAR and FAC clauses are available on the Internet Website http://www.arnet.gov/far. Minimum Specifications are as follows: 1) Multi-imaging gel documentation system for fluorescent, chromogenic, autoradiographic (P32), and chemiluminescent samples as well as pictures and negatives; designed for gels, blots or film, 2)Modular design allows for camera upgrades, 3)To maximize analysis a cooled blue sensitive CCD camera, peltier cooled to approximately 30oC below the ambient temperature, with a resolution around 1300 x 1000 pixels and 12 to 16 bits of data in a 16-bit data format, 4)F1.2 lens with a 6X optical zoom from 12.5-75 mm zoom, 5)True dynamic flat fielding using external reference plates with background CV £ 5% over the entire imaging area, for UV and white light, 6)Motorized 5 position filter wheel, with filters between camera lens and camera, resulting in no mis-registration between multi-channel images; also allows for custom filters, 7)UV and white light trans- and epi-illumination, 8)UV bandwidth 290-365nm, 9)Multi channel imaging, up to 3 channels, for multiple fluorophores in a sample, 10)Imaging area 25 cm x 25 cm, 11)Total footprint < 300 square inches and a Flat Panel Screen to minimize loss to work bench space, 12)Ethidium bromide sensitivity down to 25 pg, 13)Removable work surface to allow for bands to be cut out and removed, 14)Imaging, quantitation and MW determination all part of one software package to be utilized by Mac and Windows 98, 2000 and NT v4 compatibles, 15)Software must a) be user friendly, b) be very versatile in image analysis tools, graphic display, background subtraction and algorithms for MW and quantity calculation, c) have automatic lane/band detection and analysis with smiling corrections and d) allow the comparison of multiple images simultaneously, 16)Software that is able to acquire multiple images with on-chip exposure or image stacking with user defined exposures, filter positions, or lighting options, 17)On site service and training, 18) Sophisticated workstation with standard components and RW-CD ROM provided. Delivery shall be 60 calendar days after award. Signed and dated quotes must be submitted to the U.S. Department of Commerce, NOAA/CASC, Attn: Sharon Walker, Room 1756, 601 East 12th street, Kansas City, Missouri 64106. Quotes must be received on or before September 5, 2003, 2:00 p.m. CST. Quotes may be faxed to 816-426-7530/ Attn: Sharon Walker. Award will be made to the lowest price, responsive, responsible offeror who demonstrated compliance with the requirements of this solicitation. Quotes shall include total price. F.O. B. Destination point will be to Charleston, SC. The NAICS for this procurement is 335110. This is a 100% small business set-aside.
