- This is a combined synopsis/solicitation for the commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code is 611699 and the small business size standard is $1.2M. The U.S. Coast Guard (USCG) has a full and open requirement for commercial fishing safety training to be conducted in Alaska. This commercial item acquisition is being conducted in accordance with FAR Part 12 and FAR Part 13.5. The solicitation number is DTCG23-03-R-MMC132 and it is being issued as a Request for Proposal (RFP) and will result in a one-year firm, fixed-price contract, with up to four option years for the same training. The USCG intends to purchase Line Item 0001 ? 1 Job-Training for Commercial Fishermen to be Fishing Vessel Drill Instructors. Minimum Requirements: The contractor shall training a minimum of 325 students in Alaska as Fishing Vessel Drill Instructors in accordance with its existing USCG approved curricula, accepted by the cognizant Officer-in-Charge, Marine Inspection (OCMI), utilizing fishing vessel safety instructors to train individuals to conduct drills and provide instruction. The contractor shall train a minimum of 20 students from the Fishing Vessel Drill Instructors in the Marine Safety Instructor-Training (MSIT) course that is USCG approved and specific to fishing vessel safety. The contractor shall evaluate the success of the strategies and tactics of the campaign plan that were chosen to reach the objectives and goals and provide a final report detailing the measurable elements. The products shall be assembled into a complete report, including an executive summary section with recommendations for future efforts; Line Item 0002 (Not Separately Priced) Data Deliverables in support of each Line Item as applicable. Optional Line Items 0003, 1 Job-Refresher Training for Fishing Vessel Drill Instructors. Minimum requirements: the contractor shall provide marketing, outreach and awareness through print and media placement or direct contact as appropriate, to recruit for refresher training for a minimum of 65 fishermen in Alaska who previously completed approved Fishing Vessel Drill Instructor courses. The contractor shall provide refresher training to recruits in order to effectively implement federal regulation to be trained as Drill Instructors before conducting drills and providing instruction on commercial fishing vessels. The contractor shall use existing USCG approved curricula and fishing vessel safety instructors accepted by the cognizant Officer-in-Charge, Marine Inspection (OCMI) to provide refresher training for a minimum of 65 individuals; Line Item 0004 ? 1 Job- Instructional Video on the use of the contents of a Solas Life Raft Kit. Minimum Requirements: The contractor shall produce a high quality, VHS video suitable for mass production and distribution demonstrating the availability and use of the contents in a life rafts? SOLAS kit. The video shall cover every item in a SOLAS kit and discuss the difference between SOLAS A & B kits. The video must also discuss survival priorities while in a SOLAS life raft, typical steps to ensure effective responses and may display typical mistakes that often result in emergency response or safety equipment failures. The video shall be of the same or superior quality in comparison to the USCG P1Dewatering Pump video. The contractor shall provide upon completion of each final product, the following to the USCG: two (2) masters of each video produced in format requested by USCG; one (1) master of each written/printed product (training materials, booklets, graphics, scripts, etc.) in C-ROM format; one (1) master of any audio media material in CD-ROM format; one (1) master set of negatives of any photographic media materials; one (1) master video produced with Vietnamese language subtitles; and one (1) master video produced with Spanish language subtitles (All information and materials that are created in an electronic format shall be provided to the USCG on DC-ROM and PC formatted files in a format compatible with Microsoft Office XP-Professional); and Line Item 0005 ? 1 Job ? Train General Public and School Children In Cold Water Safety and Survival. Minimum Requirements: Each year, the contractor shall provide teacher-training refresher workshops for at least 20 and up to 40 elementary, junior high, and high school teachers in port-based school districts to instruct teachers in how to bring marine safety training into the schools. At least 4,500 and up to 6,000 school children shall also be trained in safety and cold water survival techniques and theories in age appropriate modules extracted from the USCG approved Fishing Vessel Drill Instructor or other USCG approved course. The contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements stated herein, or upon completion of the contract, if not otherwise specified. All course material developed under this contract shall be the property of the USCG including all intellectual property delivered by the contractor or provided by the government in meeting the requirements of the contract, and shall be submitted in accordance with the requirements stated herein, or upon completion of the contract, if not otherwise specified. Progress meetings will occur either telephonically or in person. The frequency and location of these meetings will be determined at the Kick-Off Meeting. The contractor shall provide quarterly progress reports to the Contracting Officer or COTR via electronic mail. This report shall include, as a minimum, a summary of the work performed in support of this contract the report also shall include the names of each student and vessel or organization they are affiliated with for each participant. This list shall be formatted on CD and updated each quarter. Upon completion of each year, one copy of the CD shall be furnished to the COTR. The government will provide the standard forms, controlling instructions and examples of existing program brochures booklets and other print materials as needed by the contractor to illustrate product quality expectations. Workspace and equipment (Damage Control and Stability trainers) will be made available consistent with operational need and availability. Supplies necessary to perform the on-site portion of the services required in this contract, unless specifically stated otherwise. DELIVERABLES: The Kick-Off Meeting shall occur within 14 calendar days after award of the contract, at the Government?s facility. The Draft Contractor Project Plan is due within 10 business days after the Kick-Off Meeting. The Final Contractor Project Plan is due within 3 business days after Government commends are received. Progress Repots are due quarterly, by the close of business on the 10th day of the quarter. The Video is due at least 60 days prior to the end of the base year contract. The Government will have 10 business days from receipt of the video to provide comments and the final product is due 5 business days prior to the end of the base year of the contract. Since this is a performance-based contract, a $100 reduction will be assessed for each day a deliverable is overdue. If the deliverable is determined to be unacceptable to the COTR and cannot be resolved to the satisfaction of the Government, results will be reflected in the contractor?s past performance. Each Option Year shall have the same Line Item structure as the Base year. Training shall commence within 30 days after contract award. SHIPPING: FOB Destination. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. The provisions at 52.212-1, Instructions to Offerors ? Addendum to 52.212-1(b)(4)- In addition to the proposal information required by 52.212-1, the offeror shall provide the following information in their proposal: A. Demonstrated Technical Capability: 1. The contractor shall provide proof that their curricula for Line Items 0001 and 0003 have been certified by the local OCMI prior to the due date of proposals (in accordance with the SOO); 2. The contractor shall provide a list of their instructions and documentation for each instructor listed that shows they meet the acceptance criteria for instructions detailed in the SOO prior to the proposal due date; 3. The contractor shall provide evidence of their capability to produce a video as required by the attached SOO; and 4. The contractor shall provide a timeline and brief explanation of how they plan to meet the contract requirements including the when and where training sessions are expected to be held and the anticipated number of people expected to be trained during each session; and B. The contractor shall provide evidence of successfully teaching the curricula previously. FAR 52.212-2 Evaluation ? Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the proposed approach to meet the Government requirements; Past Performance and Price. Technical and past performance, when combined, are significantly more important than price. With regard to options, the Government will evaluate offers for award purposed by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. This procurement is being conducted under simplified acquisition procedures. There are no FBO numbered notes that apply to this acquisition. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letter head, etc.) but must include the following information: (1) Companies complete mailing and remittance address; (2) Dun & Bradstreet number (DUNS); (3) Taxpayer ID number; and (4) Representations and Certifications.
