Description
The proposed acquisition is for installation of an integrated building access control system, including card readers and interior CCTV monitoring, on the National Institute for Allergy and Infectious Diseases Rocky Mountain Laboratories campus in Hamilton, Montana. The Indian Health Service is conducting this acquisition under an intra-agency agreement with the National Institutes of Health. Core components of the system must be supplied by the Andover Controls Corporation and installed by an authorized Andover dealer or distributor. The system will control approximately 130 devices in 20 existing buildings and be capable of expansion to control a specified number of additional devices without replacing the front-end hardware and software. There is presently no card reader access or similar system installed. Underground conduits are in place for connections between buildings. The work includes construction to alter building spaces to accommodate system components and to place conduits, wiring and appurtenances. The installed system must be capable of using key cards issued locally or by the Andover system installed at the main campus of the National Institutes of Health in Bethesda Maryland. A fixed price contract is contemplated. The estimated magnitude of the proposed contract is between $1,000,000 and $5,000,000. This is a small business set aside. The applicable NAICS code is 238210. Size standard is $12.0 million. Selection will be based on the combination of price and non-price related factors that, in the judgment of the Contracting Officer, provide the best value. The technical evaluation factors are approximately equal in importance to each other and, taken together, are approximately equal in importance to price. The factors are: Experience and capability; Past performance; and Technical approach to the work. Bid documents will be available, in hard copy only, on approximately September 2, 2003. Distribution and reproduction of bid documents is limited to bona fide contractors intending to submit proposals. See numbered note 1.
