Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-03-992, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to purchase a 150-Liter BioFlo Pro Fermentor. The NIDDK Biotechnology Unit is routinely using fermetors for the production and the procession of large amounts of microorganisms for obtaining various biologicals. The Fermentor consists of the following: 150-Liter Assembly; 1) 3:1 height to diameter ratio; 2) (3) Rushton impellers; 3) Spring assisted manway; 4) 4? sight glass; 5) Bottom drive with Double mechanical Seal. Piping and Instrumentation; 1) Valves for automatic sterilization; 2) Automatic temperature control; 3) Automation speed control; 4) Manual airflow control; 5) Manual back pressure control; 6) Inlet filter with test integrity ports; 7) Heated exhaust filter. Control Cabinet; 1) 10? Touch Screen interface; 2) Industrial PLC; 3) Necessary I/O. Air Inlet Line; 1) Oxygen is supplemented into the process inlet gas steam based upon culture demands; 2) Air is controlled via a thermal mass flow controller; 3) Standard inlet filter; 4) Air can be injected into the vessel at the sparge port or the overlay. Exhaust Line; 1) Condenser is mounted on vessel to reduce dew point of exiting process stream; 2) Single exhaust filter, marks the end of the sterile envelope of the unit; 3) Vessel pressure is automatically controlled at user entered setpoint: includes control valve, transmitter, I/P. Sensors, Housings, and Transmitters; 1) Single 120 nm gel filled pH probe; 2) Single 120 mm gel filled Ingold DO probe; 3) Tapered 25 mm SIP/CIP port; 4) Tapered 25 mm SIP/CIP port; 5) pH/DO transmitter selected; 6) Foam Control; 7) High Foam Control. Addition Ports; 1) (4) Addition valves (contains steam crosses, steam traps, and interconnecting piping); 2) A 12 port septum installed in a 3? Tri-clamp connection on the vessel head plate for making additions; 3) (4) user definable 100 RPM pumps (flow rates between 1.26 and 16.8 liters/hour); 4) A single variable speed pump will be included with the system; 5) NovaSeptum sampling system for 100% sterile sampling; 6) (2) Pressure transmitters will be used; 7) Two heat exchangers, one for the injection of steam and the other for cooling liquid (chilled water or glycol); 8) RS422 Cable, Serial cable, connection to BioCommand Plus Software. A trade-in of IF-400 with ML4100 will be part of this acquisition. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or September 5, 2003. The quotation must reference ?Solicitation number? NIH-NIDDK-03-992.
