- Description
- The National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD), Cancer Diagnosis Progrm (CDP) plans to procure on a sole source basis with Kaiser Permanente, 500 NE Multnomah Street, Suite 100, Portland, OR 97232, for the creation of a tissue microarry for research on pre-malignant colorectal disease for evaluation of prognostic markers. The Cancer Diagnosis Program has the overall responsibility for planning, evaluation and coordination of NCI research related to cancer diagnostics. Part of that responsibility is to facilitate research using human specimens and patient data to advance cancer diagnostics. The NCI Program for the Assessment of Clinical Cancer Tests (PACCT) was developed by the Cancer Diagnosis Program to assure that promising cancer biomarkers are appropriately evaluated for their clinical utility. PACCT has developed an intellectual construct for marker development and is in the process of developing the infrastructure needed to move the field of cancer diagnostics forward. A critical part of that infrastructure is the development of sets of reference tissues for marker evaluation. The availability of a colon benign disease tissue microarray would allow research on markers useful for early detection, identify targets for prevention and potentially increase our understanding of the biology of transformation from benign to malignant disease. The work to be performed under this contract requires access to appropriate specimens to create the required tissue microarrays. The Kaiser Permanente health care system provides a unique resource of archival specimens and extensive data organized into one of the best run tumor registries in the United States. Dr. Andrew Glass of Kaiser Permanente Northwest received supplemental funding to his Cooperative Breast Cancer Tissue Resource (CBCTR) cooperative agreement to access blocks and data from 440 colon cancer cases, 413 rectal cancer cases. The blocks were evaluated by Kaiser pathologists who identified and marked the areas suitable for arraying. The associated clinical data was collected for each of these cases. In addition, this group has access to more than 1000 benign polyps of the colon from patients who also had colorectal cancer. This order provides for the specimens, data and for organizing the polyp collection to allow the construction of a benign disease tissue microarray. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service and has the data base and samples as described above it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 4, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
